The SCF fleet needs only the best personnel. How much do sailors earn per month? How much does a ship captain earn per month?

In the modern world, where most of the workers are employed in the office, today you can find interesting and exciting specialties. Moreover, professions that are ready to bring their owner stable and good earnings. The job of a professional navy submariner or sailor occupies a prominent role in this list.

Submariners are sometimes compared to miners - limited space, tension of nerves and strength

Dedicate your life to activities on the river or navy Many people dream from a very young age. Alternative option When entering this complex profession, one becomes motivated by the desire to receive a stable and significant income. Regardless of the reasons for choosing, it is worth assessing the financial attractiveness in advance.

Factors determining the level

Not every sailor automatically becomes highly paid employee. The salary depends on many factors:

  • For example, from the execution location production tasks- a sailor in the Northern Fleet will always receive more money an employee of a small river shipping company.
  • Working in Russia or in, or other countries gives more - representatives of this profession can enter into a contract with a foreign ship, having the opportunity to earn on an equal basis with their colleagues from other countries.
  • Applying for a job in a private or public company, or working for private employers promises financial rewards.
  • There is also a dependence on the deadline labor activity- an ordinary contract sailor is rarely immediately given a high salary.

There may be other incentive conditions provided for in the individual contract.

How much can you claim?

The easiest one is a vacancy on a fishing vessel. In this area size wages seaman is:

  • About 50 thousand rubles when applying for a vacancy on a private fishing vessel.
  • When working in a small organization, earnings reach 40,000.
  • Once you get a job at a foreign car, your income will reach 80 thousand or more per month.

Once you start working on transport ships, the salary will not be so high, and will be about 30,000. The wages of seamen who work ashore or are involved in the auxiliary fleet differ in certain parameters.

In such situation:

  • shift service in small companies brings from 12,000 to 20,000 monthly;
  • large organizations can offer up to 25,000;
  • in the auxiliary fleet the highest salary will be 35,000.

There are 150 thousand people in the ranks of the Russian Navy

Working as a staff position on a fishing vessel, for example, as a cook (cook), you can earn up to 70,000 rubles in a large organization. A qualified mechanic-adjuster will receive a similar amount.

The total amount varies depending on the frequency of trips to the water and the success of the fishery.

You can find out what the salaries of other military personnel in Russia are. And a little different.

Earnings of contract soldiers in the Navy

Another direction of work for those who cannot imagine themselves without the sea and the rocks can be the choice of a career as a professional naval soldier. Including a submariner. In this area of employment, officer salaries can be quite high depending on rank and length of service.

This indicator in 2019 consists of several components:

  • monetary allowances that are paid to all military personnel in Russia;
  • bonuses;
  • additional additional payments, including bonuses for impeccable performance of official duties.

The size is the same in the Black Sea or Northern Fleet, but in case of work in difficult conditions, for example, in the Far North, additional coefficients are applied. As a result, the salary in the Black Sea Fleet in the Navy will be slightly lower than that of colleagues working in the Arctic Circle.

Salaries of military personnel serving under contract

On average, the income of an ordinary contract soldier this year will be 19-20 thousand rubles per month in the first year of service. In the Northern Fleet, this amount is 25-30 thousand rubles. Further, these parameters gradually increase. They are higher for a warrant officer than for a private soldier. However, in Russia, work in the navy is not valued very highly. For an officer it will average 65,000, which is not very high for complex and dangerous naval work.

Salaries in the USA

In America, a midshipman will qualify for a salary of about 3,000 per month in US dollars; salaries in Europe are also high compared to what their colleagues in Russia receive. The solution is to cooperate under a private contract with American ships, although in such a situation one will have to refuse to continue military service in the Navy.

Salaries in the submarine fleet

The most risky job in the maritime field is working on a submarine. The salary of submariners automatically increases three times compared to the level of pay for a serviceman on a ship that sails on the surface of the water.

For example, the level of material allowance for a submariner lieutenant serving in the Northern Fleet is on average 120,000. Officers higher in rank can claim higher remuneration, exceeding 200,000 rubles per month.

Divers in the river fleet receive a significantly lower salary. Their monthly remuneration rarely exceeds 40,000. Only welding divers can claim an amount exceeding 100,000.

In America, pay for a simple diver starts at $55,000 a year. The earnings of an industrial diver in this state can reach 100,000 in 12 months. Their colleagues from Russia, if they have the proper education and experience, can apply for the corresponding vacancies.

Sea romance stubbornly attracts a considerable number of people. Since childhood, many people dream of becoming captains of a warship or vessel. long voyage. Despite the fact that the work of sailors is far from being as simple as it seemed to us from the heights of our childhood dreams, their salaries are indeed much higher than those of representatives of many other professions. Therefore, today we’ll talk about how much money sea workers in various professions receive.

What do salaries depend on?

As in many other sectors of our life, the salary of seafarers depends on a large number of factors. In principle, the list differs little from land professions and most of them are familiar to each of us. In particular:

  1. Place of employment. It's not surprising that some companies pay more, others pay less. In addition, we should not forget that the salaries of employees of private companies, government companies, as well as the navy and submariners can also vary significantly.
  2. Job title. Those who think that there is only a captain and a bunch of sailors on the ship are very mistaken. Cooks, repair crews, production and fish masters (on fishing vessels), medical and other personnel - all these people are needed on every vessel, and each of them will have a different income.
  3. Life time. Of course, a rare sailor will immediately be paid a colossal amount. Everyone starts small and over the years they begin to earn more. So the longer you work in the Navy, the more money you will earn.

These factors are the main ones when calculating the income of seafarers, but there are others. The amount of income may also depend on other conditions. Let's talk about them further, as well as about how much sailors of various positions working on various ships receive on average.

Vacancies for seafarers - Work at sea

Vacancies on a fishing (fishing) vessel for seamen to work on a shift basis. Work for fishermen, sailors, ship mechanics on ships going to sea and the open ocean for 2017-2018.

Jobs for seafarers

Since man built the first transport in history capable of moving on water, shipping has been counting down. Progress does not stand still, and shipping is an integral part of our world. Currently, work at sea is associated with the transportation of goods, oil, cars, food; people travel on various vessels along the seas and rivers.

Marine vacancies - ship mechanic

Consequently, there are many job vacancies at sea. The captain steers the ship and is assisted by assistants with special education. Their task is not to deviate from the given course, to keep watch, and to monitor the loading of cargo. The job of a mechanic on a ship is to ensure the smooth operation of the engine and mechanisms, its repair, and the engine department. Working as a mechanic on a ship is one of the most difficult, so it requires special education and experience. A mechanic, a mechanic, a welder and a refrigeration operator work in a team with a mechanic. Sailors, cooks (cooks), and boatswains belong to the rank and file.
It is worth noting that prerequisite work at sea is the presence of a foreign passport, a military ID for those liable for military service, the presence of all maritime documents (sailor's identity card, seaman's book, certificate of a qualified sailor of the 1st or 2nd class, certificate of basic training in methods of personal survival at sea, certificate of operation of life-saving equipment, medical book). A candidate for work at sea must have no medical contraindications. Working at sea requires knowledge of the English language, because ships often moor at foreign ports, or the employer is a foreign company.

Work at sea - boatswain vacancies

The largest fishing companies offer the following working conditions for working at sea: accommodation in two or four warm cabins (hot water and a washbasin are available, shower), television in the dining room, games (backgammon, checkers, chess), free food, laundry service, free uniform ( overalls, rubber gloves, rubber boots, insulated set of underwear, hat). The company officially concludes employment contract and pays for travel. In addition, working at sea is a very good way to earn money. At sea, a fisherman’s salary depends on many factors, if it is commercial fishing, then on the number of fish caught, on the catch of fish products per trip, on the completion of the trip task, on the amount of defects.

Vessels engaged in the production of seafood and fish, I offer the following marine vacancies.
- a sailor or sailor at sea. His duties: processing seafood, unloading or loading frozen fish, performs mooring and general ship operations on behalf of the boatswain, captain or first mate, and maintains a watch in accordance with the charter.

- the mechanic on the ship monitors the condition and is responsible for the repair of main engines, shaft lines and propulsion-steering complex, auxiliary mechanisms, systems refrigeration equipment and electrical equipment, machinery spaces, mechanical and electrical parts of deck mechanisms, devices and household appliances. The engineer on the ship is obliged to monitor the fire safety of the ship and the crew’s compliance with fire safety standards,

- a turner on a ship monitors the reliable operation and good technical condition of machines and equipment of a mechanical workshop, ensures the good condition of tools, small-scale mechanization and mechanical devices, participates in maintenance and repair of ship technical equipment, performs machine tools for metal turning , milling, drilling, as well as plumbing work for the repair of technical equipment on the ship, works in accordance with the current regulatory documents concerning its activities, complies with labor protection regulations and environment.
- the job of a mechanic on a ship is to service the main engines and auxiliary mechanisms.
- the senior mate is responsible for organizing the shift service on the ship, labor protection and rest of the crew members, preparing the crew to perform tasks for the purpose of the ship and the fight for its survivability, monitors the condition and readiness for use of equipment (property and equipment) of life-saving and fire-fighting equipment .
- the captain is the main person on the ship, he is fully responsible for the command staff and the condition of the ship.
- vacancies as a general worker on a fishing vessel.

This is the minimum number of employees if it is a small ship. If the ship is of a larger purpose, then the captain may have a first, second or even third mate; mechanics are divided according to the same principle. In this case, the cook will also have assistants and waiters.
When applying for a job at sea, make sure that the ship meets all international safety requirements, make sure that a medical worker with medicines and equipment is present on the ship! It is worth noting that not a single ship is immune from pirate attacks. And remember that working at sea requires good health, absence of seasickness, and a stable psycho-emotional state, because being in a confined space for a long time is a very difficult test!

How much do seafarers earn per month?

Probably, each of us has heard about the high earnings of sailors. In addition, this profession is associated with a spirit of romance and the opportunity to see the world. Although the work of a sailor is not so simple and is associated with some rather unpleasant nuances. Let's find out how much seafarers earn in different countries of the world.

Features of work

A sailor must have a number of skills and abilities in order to be taken on a voyage. Their list depends on the position that the job applicant will occupy on the ship. This position could be:

  • sailor;
  • mechanic;
  • navigator;
  • pilot;
  • captain;
  • mate;
  • cook, etc.

The minimum requirement for any sailor is to have an education at a nautical school. But senior command personnel should already have in their luggage higher education for this profile. In addition, it is mandatory for sailors to know a foreign language, in particular English, at least at a simple conversational level. The command staff must have more in-depth knowledge of the English language.

In addition to general knowledge of maritime affairs, a representative of each specialization must be able to do the same as a specialist of the corresponding category on land. For example, a cook must have all the skills of a cook, and a mechanic must have all the skills of an engineer.

But the main feature of the work of a long-distance sailor is that he must be away from his family and home for quite a long time.

What factors does salary depend on?

To a large extent, a seafarer’s salary depends on the specific crewing agency through which he was hired for the voyage. A crewing agency is a kind of intermediary between a job applicant and a direct employer. Naturally, it does not perform this intermediary mission for free.

In addition, the specific country in which the office is located plays a certain role in the amount of earnings.

Although this role is not as significant as when paying for wages in other areas of activity. Indeed, in this market, employers are both domestic and foreign companies, which helps to equalize the cost of labor for seafarers in different countries of the world. In addition, payment is often made in dollars.

A much more important role in remuneration is played by the specific position that the seaman occupies, his qualifications and experience. Naturally, the voyage range and duration also have their significance, but often for long-distance sailors it is standard and is 4 months. Although there are longer flights.

Sailors' salaries in Russia

Now let's take a look at the specific pay of sailors recruited for voyages in Russia. It must be said that these earnings will not differ significantly from the incomes of their colleagues from other countries of the world. Approximate salary level for specialists various categories presented in the table below.

As you can see, the captain earns the most. By the way, if the spread between salaries for other positions is quite small, then the captain’s salary can be higher by as much as 15 thousand dollars per month. The captain's remuneration, unlike other crew members, still largely depends on the value of the cargo and financial situation the organization that hired him.

Also, let's not forget that it is the captain who bears the main responsibility for everything that happened on the ship during the voyage, including the cargo. In addition, the captain's qualifications play a greater role in his salary level than that of other sailors. After all, a competent captain is half the success of a team.

But the difference between the salaries of senior officers and ordinary sailors is no longer so great and amounts to a maximum of 4.5 thousand dollars. At the same time, the minimum salary of Russian sailors is 1.5 thousand dollars.

What about abroad?

As mentioned above, the level of salaries of foreign and Russian sailors does not differ much. So, to find out approximately how much Ukrainian sailors earn, it is enough to subtract 500 dollars from the earnings of their colleagues from Russia, and to determine the income of the ship’s crew from Western Europe and the USA, on the contrary, add these 500 dollars. As you can see, in comparison with the general salaries of seafarers, this is not so much a big difference, and against the backdrop of the captain’s twenty thousand dollars, these five hundred dollars are completely lost.

High paying job

As you can see, pay for work on ships going on long voyages looks more than attractive compared to average Russian salaries. Even an ordinary sailor can earn from 95,000 rubles per month in domestic currency, not to mention representatives of senior command personnel.

This is largely due to the fact that wages for seafarers around the world are more or less equalized. At the same time, for Western European countries and the United States, the salaries of ship personnel are not too high. The only exception is the salary of the ship's captain.

How much does a marine electrical engineer earn - Graph

A marine electromechanic is a professional craftsman who knows how to handle electrical systems of varying levels of complexity. The employee’s task is to repair and maintain this type of structure.

What is the salary of ship electrical mechanics in different countries of the world?

Cash remuneration for a specialist in the Russian Federation

An experienced marine electrical mechanic is always in demand in the fishing and transport fleets.

This is where a qualified worker can earn good money (from 40,000 rubles).

The oil and gas sector, which has a high level of profitability, is especially valued.

The average salary of an electromechanic on a ship reaches 42,000 rubles (about 724 US dollars).

As a rule, official vacancies in this specialty are open in regions that have access to the sea.

For clarity, let’s look at the income of craftsmen in the context of some territories of the country, namely:

  • Kaliningrad region – 20,000 rubles;
  • Republic of Buryatia – 20,790 rubles;
  • Arkhangelsk region – 23,000 rubles;
  • Irkutsk region – 24,150 rubles;
  • Kamchatka Territory – 40,000 rubles;
  • Astrakhan territory – 100,000 rubles.

In most cases, vacancies on foreign ships pay much better.

Therefore, if an employee carefully analyzes open positions, he will definitely find high-paying positions:

Financing of craftsmen in Ukraine

Odessa is an important port for Ukraine, where the recently opened Euroterminal operates successfully.

The most popular and popular company that provides work for seafarers is Tavrida Shipping.

Organizing the employment of electromechanics on short- and long-distance vessels is also an organization opportunity.

Employment in Russian-speaking crews promises qualified specialists up to $5,000 per month.

The average salary of an electromechanic on foreign ships is 59,280 hryvnia (approximately 2,117 bucks).

For clarity, let’s look at the revenue of professionals who are employed in different maritime companies:

  • A container shipping ship is recruiting 3 electricians who will be ready to sign a contract for 6 months. The year of construction of the vessel is 2002. A specialist here receives from 4000 to 4500 USD. per month;
  • Heavy-Lift vessel. For a professional, it is very important to know English. Deadweight is 32,000 units. The master earns 4000 bucks here. At the same time, the company provides additional bonuses based on the results of the flight;
  • an AHTS vessel pays $130 per month for electro-mechanical work;
  • Oil rig/platform. With excellent ownership English language a specialist can count on a salary of 250 bucks a day. In this case, the specialist must be ready to sign an agreement for at least 4 months;
  • LPG (Liquefied Petroleum Gas carrier). Boarding the ship is scheduled for February 15, 2018. The employer offers the expert a salary of $6,000-6,500 per month. Responsibilities include repair and maintenance of complex electrical systems.

A peculiarity of the work of electromechanics in Ukraine is that there are practically no domestic companies on the market.

Thus, specialists are forced to adapt to the conditions of foreign organizations.

The only difference is the military masters who serve on the frigate Pyotr Sagaidachny.

Frigate "Peter Sagaidachny"

So, for example, an electromechanic with a high level earns here from 15,000 hryvnia / 535 dollars + allowances for going to sea, etc.

As a result, the performer's monthly income reaches a maximum of $700.

Today the ship is in repair docks.

What do you need to know to earn decent money?

There is an opinion in the field of marine electrical mechanics that for less than $1000 it is not worth going on a voyage.

What is the reason for this? First of all, because this specialty is always associated with a risk to life and a huge level of responsibility.

So, for example, in Yuzhno-Sakhalinsk with a salary of 100 thousand rubles, the following requirements are put forward to an employee:

  • higher education;
  • ability to organize continuous work of engineering support;
  • professional Maintenance systems;
  • willingness to work under a long-term contract.

It is worth emphasizing that the fisherman’s total income depends on the voyage task and the level of its implementation. When catching fish, reject and loss rates are of great importance;
  • transport vessels at sea. Large and small companies offer sailors a salary from 50,000 RUB per month. Fishermen in the shore/shift format can count on profit from 20 to 30 thousand rubles monthly. If a specialist is employed in the auxiliary fleet, then his salary will be at the level of 25-40 thousand RUB.

Owners of small ships who want to save on specialist salaries, as a rule, hire one person for several positions.

So, for example, a sailor can combine the position of a mining foreman or stand at a conveyor belt in a canning shop.

At the same time, the specialist’s revenue additionally increases by 30-70 thousand rubles.

On long-distance voyages of 6-8 months, an experienced sailor in prestigious companies earns from 1.5 to 2 thousand dollars.

Sailor handler who receives in the Primorsky Territory from 150 thousand rubles per month (2586 dollars) must have the following characteristics and responsibilities:

  • promptly process fish and sea in specialized workshops;
  • maintain a watch according to the approved schedule;
  • reload raw materials;
  • have at least 3 years of experience in this segment;
  • systematically perform heavy physical labor;
  • interact effectively in a team.

Payment for the activities of a qualified employee in Ukraine

The average salary of a sailor in Ukraine is 8000 hryvnia (285 US dollars).

Most jobs are concentrated in the Odessa region, where there is a large international port and a large number of companies.

Today there are several vacancies open for the position of sailor (AbleSeaman).

Let's look at them specifically:

  • « MerchantFleet» . The company offers official employment on an efficient BulkCarrier vessel. The specialist's monthly profit reaches 600 US dollars. The contract is strictly for 6 months;
  • « OffshoreFleet». The organization offers interviews to qualified specialists for employment on a passenger ship. Applicants must have excellent command of English. The airliner's route follows the Croatia - Venice route. The employee's salary reaches 1200 euros monthly with a contract duration of half a year;
  • « « OffshoreFleet». An international company is recruiting experienced sailors for a vessel of the ASDTUG–AzimuthSternDriveTUG type. The worker here gets from 700 bucks per month, concluding short contracts of 5 months. Knowledge of English is a mandatory requirement.

Mostly, the work of sailors in the domestic fleet is limited to being on watch or working on various tugs and canals.

The maximum salary for experts here reaches 14,500 hryvnia.

However, by the end of 2020 the current government of Ukraine plans to increase the minimum wage up to 8000-10000 hryvnia (today the current figure is 3723 UAH).

Tariffication of employment of professionals in different countries of the world

At the end of 2017, a meeting of the maritime commission was held in Geneva, which decided on fixed salaries for specialists.

As a result International organization labor (ILO) approved the price of a 1st class sailor for all companies at the level 614 US dollars.

Thus, no employer can pay less than this amount.

The implementation of these conditions is clearly coordinated International Federation transport workers.

In Kazakhstan, the average salary of a sailor is 90,000 tenge ($278).

Why such difference?

The thing is that shift work on shore affects this indicator.

Also, work on the channels pays less.

The maximum salary of a specialist in the country reaches 290 thousand tenge / 896 USD.

In Belarus the picture looks similar.

Firstly, the country is landlocked.

Secondly, domestic specialists find employment in the Baltic states.

The average salary of a sailor is 517 b. rubles, and the maximum is 1170 rubles / 596 $.

International ships in the oil and gas industry are in particular demand among sailors.

This is where workers make a profit of $2,000 per month.

Great amount labor emigrants end up in Norwegian ports.

It is obvious that the wages of Russian sailors working on ships under the Russian flag differ from what Russian sailors receive working on ships under foreign flags, mainly the so-called “comfortable ones”. We will not give various salary scales here; we will limit ourselves to a few examples that will clearly show the difference in salaries and by which we can judge the situation in general terms.

in autumn Russian funds mass media the Ministry's report was discussed social development on the amount of wages in various professions, which in particular indicated the salary of a cargo ship captain at 500 thousand rubles. It is not entirely clear which Russian shipping company pays such a salary to the captain. The figures at our disposal differ significantly, that is, several times, from those given in the ministry’s report.

It should be noted that all shipping companies can be divided into three categories: the first are former Soviet shipping companies, there are about nine of them, created from scratch and having about 10 ships, there are about six of them and, accordingly, all other companies, there are more than two dozen.

Among the three categories under consideration, the highest salaries are in shipping companies of the second category. For example, the captain of a cargo ship with a deadweight of about 15,000 tons has a net salary of 225 thousand rubles. On a vessel for transporting heavy cargo, as well as occasionally dangerous cargo of class 7 (radioactive), the starting salary is 180 thousand rubles.

In shipping companies of the first category, the salary depends on the size of the vessel, so on river-sea vessels it ranges from 130 thousand rubles on dry cargo ships and up to 180 thousand on chemical tankers. On sea vessels the salary is slightly higher and is about 200 - 220 thousand.

The salary of a first class sailor on ships flying the Russian flag starts from 30 thousand rubles.

On ships of Russian shipowners sailing under “flags of convenience”, wages also fluctuate greatly, from 3 thousand US dollars to 7.5 thousand dollars. IN state company Sovcomflot, on ships flying “banana” flags, presumably pay more, tankers after all.

For comparison with the salaries indicated above, we present salaries in foreign companies. Of course, there is also a difference in salaries, but the minimum salary even in an average company starts from 6 thousand US dollars. And on average from 7.5 to 8.7 thousand US dollars. In companies operating Euro-coast vessels, salaries can range from 5 thousand euros and above, depending on the operator.

Accordingly, salaries for other positions are lower than those of the captain. Although a senior engineer's salary may be equal to the captain's salary.

The salary of the chief mate and second engineer is usually lower than that of the captain by 1 - 2.5 thousand US dollars and ranges from 4.2 - 4.5 thousand to 7.3 thousand US dollars.

The salary of the second and third mate, respectively, is from 3 thousand and 3.4 thousand US dollars.

The salary of a first class sailor is from 1.5 thousand US dollars, a boatswain from 1.6 thousand and a cook from 1.8 thousand US dollars.

Trainees as cadets in foreign companies are employed with a salary of 500 to 700 US dollars.

So, from the above rates, even with all the desire, the salary of a captain on a ship under the Russian flag does not come close to 500 thousand rubles. Maybe on nuclear-powered ships it is about 500 thousand, but given the specifics of nuclear-powered ships and their tiny number in comparison with cargo ships, this can easily be considered an exception and should not be taken into account when considering the overall picture.

In general, the picture turns out to be very bleak. If, in connection with sanctions against Russia, difficulties arise with the employment of Russian seafarers on ships of foreign shipowners, and thus, although not significant, there will be a surplus of seafarers in the domestic labor market, then the already low wage rates will drop even further. Well, whoever, whoever, the local oligarchs will not miss theirs and will take full advantage of the situation.

A meeting of management was held at the Moscow office of Sovcomflot structural divisions SCF groups responsible for crewing.

The dialogue turned out to be lively and constructive. We have prepared a digest of the main speeches especially for readers.

Based on materials from SCF Bulletin

Working with a single pool of seafarers

2016 was quite a difficult year for SCF technical managers: it was marked by restructuring. A scheme has been formed with two management companies – “SKF Management Services (Dubai)” for the foreign flag and “SKF Management Services (St. Petersburg)” for the Russian one – and three crewing agent offices (St. Petersburg, Novorossiysk, Vladivostok). Now the SCF group works with a single personnel pool using standardized procedures. Of course, this is good news for our sailors, as there are more opportunities for promotion and selection of vacant positions. This is also good for managers: they can more quickly and efficiently fill the personnel needs of the SCF fleet.

“Creating a single pool of seafarers is important step, aimed at harmonizing the human resource management process. This is especially important when selecting command staff with experience on certain types of vessels, since now in one personnel office there may be a surplus for certain positions, and in another there may be a shortage,” comments Mikhail Konoplev, crewing manager at SCF Management Services (Dubai) . – The fact is that historically, different personnel offices had their own specialization in types of vessels and used different approaches to the formation of reserves. The reforms carried out also create conditions so that none of the valuable specialists, in the event of the sale of obsolete tonnage, will under any circumstances remain “on the street”, but will have the opportunity to work in other regions where new SCF vessels are operated. Our goal is to “grow” our specialists, giving priority to “internal” hiring.”

The personnel managers passed the first “test by combat” after the unification of the pool of seafarers with honor: in the shortest possible time, through joint efforts, they formed crews for nine new ships that previously belonged to the PRISCO company. Sovcomflot accepted the acquired vessels into its fleet in August-September 2016. All heads of personnel offices agreed that this collaboration confirmed the effectiveness of a single personnel pool.

Mentoring

The revival of the institution of mentoring is a topic that is of particular importance. Mikhail Konoplev emphasized: “In April 2016, the SMS procedure “Assessment of the competence of those appointed to the positions of captain, chief mate and chief engineer” included a norm requiring that those appointed to the position of captain be sent on the first voyage under the supervision of a mentor captain or HSSE superintendent. Compliance with this requirement is under special control of fleet managers. All captains who were appointed in 2016 underwent similar “break-in” tests.

The meeting participants once again confirmed that mentoring in the fleet is not just a useful practice, but a necessity, since coordinators in personnel offices do not always have the opportunity to properly assess the professionalism of the naval personnel, which is especially important when promoting senior fleet officers.

Currently, job confirmation for senior officers of the SCF goes like this: first, the hook coordinator reports the availability of a suitable candidate to fill the vacancy. After this, the applicant’s competence is checked by mentors - a first-level “filter”. The mentor's opinion is decisive here. Of particular importance is the simulator assessment, in which mentors also participate. After the initial knowledge test, candidates for the positions of captain, chief mate and chief engineer must undergo an interview at management company with superintendents and fleet managers. Unfortunately, sometimes candidates who have passed the initial selection process in personnel offices are not able to prove during the interview that they meet the requirements for promotion to command positions.

Specifying the terms of reference and the role of captains and engineer mentors remains on the agenda. In the old fleet management system, mentors performed many of the duties assigned to fleet department superintendents today. When reviving the institution of mentoring in modern realities, SCF will retain all the best that was in the old system: a reasonable compromise will be found between the functions independent assessment competence of seafarers, increasing their level of qualifications and the responsibility of the mentor for promotion. The meeting participants agreed that it was necessary to more clearly define the degree of responsibility that a mentor should bear for the mistakes of his “mentees.”

At the moment, SCF personnel offices are recruiting full-time captains and mechanic-mentors with extensive practical experience who will combine work at sea and onshore.

Promotion and seniority

The meeting decided to maintain the minimum nomination criteria for all posts at the same level as last year. Thus, the minimum length of service in a previous position required for promotion to the position of captain or chief engineer remains at the same level - 24 months. “This measure is necessary in order to have the opportunity to choose in a situation where nomination is urgently required,” said M. Konoplev. By the way, in 2016, 16 senior mates and 17 second engineers received promotions on SCF ships.

The average age of SCF seafarers corresponds to industry indicators: for example, average age SCF captains are 49 years old, senior engineers are 51 years old. Of course, there are also those in our fleet who, according to Russian legislation, have already crossed the retirement age line. This is not an obstacle if a person’s health allows it and if he is truly a valuable specialist. At the same time, SCF pursues a flexible policy to maintain quality personnel reserve to ensure a change of generations of fleet workers.

Increasing the level of competence of ordinary personnel

The SCF Group compares favorably with many other large shipping companies, since citizens of the Russian Federation work in ordinary positions in its fleet. Of course, this has a positive effect on the condition of the ships and the work of the crews, since everyone in the team can communicate in their native language. However, the problem of reducing the level of competence of these specialists is growing. In many ways, it is a consequence of a change of generations, because the young specialists replacing experienced sailors grew up and studied in different conditions. For various reasons, in the early 90s, most of the nautical schools, which specialized in training enlisted personnel for work in the fleet and, accordingly, had the necessary coastal material and technical base, disappeared. Floating practice for privates lasted six months, in general the training took more than two years (today it is several months of theoretical training and two months of floating practice). Also, an additional reserve for filling the vacancies of ordinary engine crews were specialists who came from the SRZ and BTOF.

The problem of shortage of professional turners and welders is relevant not only for our industry and our company. That is why it requires a systematic approach. The head of the first crew department of SCF Management Services (Novorossiysk) LLC, Leonid Boran-Keshishyan, dedicated his speech to this topic: “We have fewer questions regarding the qualifications of deck crew members due to the specifics of their work. There are also no special problems with the qualifications of cooks and bartenders. We are more concerned about the level of competence of the rank and file of the machine team in related professions - turner and electric and gas welder. Due to restrictions on the use of ship equipment for training purposes and a lack of specialists highly qualified, able to transfer skills to beginners, it is difficult to organize effective training on board. In addition, turning and welding work on board is rarely carried out - there is no practice.”

To solve the problem related to the competence of ordinary machine crews, initial stage the possibility of choosing is being considered educational institutions in St. Petersburg, Novorossiysk and Vladivostok, which have a sufficient material and technical base for training mechanics with experience in the navy in courses in the specialties “turner” and “electric and gas welder”. On the basis of selected educational institutions, candidates from among the crew members will be trained under initial and advanced training programs to work as a turner with the skills of turning and welding.

In addition, at the SMS level of the company, in the near future it is necessary to develop requirements for privates nominated for the positions of donkerman, boatswain and 1st class sailor.

As an alternative solution to the problem of the competence of ordinary engine crews, the idea was put forward of attracting onshore specialists who have experience working as turners and welders on industrial enterprises and ship repair yards in the central regions of the country, including those enterprises that provided maintenance of the river fleet. The company could initially hire such specialists to lower positions with the condition of their further promotion upon fulfillment of all requirements established by the procedures.

Salary

At the end of 2016, a comparative analysis wages of SCF seamen with wages of Russian citizens who work for other shipping companies. He showed that the salary level of SCF seafarers corresponds to the market level. Additional confirmation of this is the low turnover rates: in 2016, the personnel stability index for SCF sailing personnel was 95.1% for command personnel and 93.5% for ratings.

As an additional measure to encourage rank-and-file personnel to improve their skills, it was proposed to consider changing the wage scale for rank-and-file personnel depending on the availability of training documents and length of service in the company. Today, the salary level of ordinary people in SCF is at competitive level and allows not only to retain existing employees, but also to attract personnel from other companies. As L. Boran-Keshishyan, who voiced this initiative, noted, the changes will not infringe on the interests of existing employees, there will be no reduction in salaries, however, one can count on an increase in salaries, subject to an increase in professional level.

Working under the Russian flag

At the end of January 2017, the SCF fleet included 20 vessels under the Russian flag, including three shuttle Arctic tankers accepted into the management of SCF Management Services (St. Petersburg) for the Novoportovskoye project and three supply vessels previously located in management of the SWIRE company. At the beginning of March 2017, the company’s fleet under the Russian flag was replenished with the icebreaking supply vessel for production platforms “Gennady Nevelskoy”.

Personnel offices in St. Petersburg and Vladivostok are responsible for manning crews for ships flying the Russian flag, and since October 2016 they have been joined by a personnel office in Yuzhno-Sakhalinsk, which recruits seamen for the three suppliers accepted from SWIRE.

The number of SCF seafarers working under the Russian flag is constantly growing: in 2008 it was about 150 people, and today it exceeds 1200. Features of working on ships under the Russian flag were the subject of a report by Dmitry Koshcheev, Deputy Director of SCF Management Services LLC (St. Petersburg )". It is obvious that crew members of ships flying the Russian flag have some advantages, such as a “social package”, so the stability index of the crew of ships flying the Russian flag is at a very high level. On the one hand, this has a beneficial effect on the technical condition of ships and the results of inspections, but sometimes a turnover level close to zero can serve as an obstacle to timely promotion and career development of young specialists.

Motivation program

The meeting participants reviewed the interim results of the long-term crew motivation program. It involves captains and chief engineers of SCF vessels, who will receive financial rewards based on the results of meeting established key performance indicators. To receive an award, the program participant on the vessel entrusted to him must ensure a zero level of injuries, no accidents, and no cases of detention by port authorities or refusal to accept the vessel for charter. Also one of the key indicators is the results of inspections. Of course, a differentiated approach is applied: in each specific case the degree of personal responsibility of the program participant is assessed. On average, the fleet achieved 97% of key performance indicators at the end of 2016. This is a high level, so the company intends to continue funding the program.

Sergey Frank, CEO PAO Sovcomflot:

– HR managers have one of the most sensitive and significant areas of work; a lot depends on the person. Everyone's success crystallizes into our overall competitive advantage.

According to our estimates, competition in the Russian maritime personnel market will steadily increase. This is primarily due to the development of industrial projects in the Far Eastern region and the Arctic. Our company must look advantageous compared to competitors, because the SCF fleet, as always, needs best shots.

Over the past 10 years, our fleet has grown significantly - up to 150 ships. Looking ahead, many of our sailors will ask: is there a chance there will be 200? The question is clear, these are additional jobs. But there are serious doubts about whether such expansion is necessary. In today's conditions and in the foreseeable future, success will be on the side of those who take quality, not quantity. This is exactly the task facing HR managers. We must select the best of the best, while constantly improving working conditions, increasing productivity, and ensuring timely personnel growth. The task is not easy, given that almost half of our fleet is specialized vessels. Here, a single personnel pool of SCF group seafarers will be a good help, which should work even more flexibly and transparently.
