Employees are paid bonuses for conscientious performance of official duties at the rate of three salaries per year.

The bonus is paid to employees monthly at the rate of twenty-five percent of the salary established for the employee on the first day of the month for which the payment is made.

The bonus is paid in proportion to the time the employee performs official duties in the corresponding calendar month.

If monthly incentive payments are established for an employee on several grounds, their amount is summed up.

A bonus to the official salary for performing tasks associated with an increased danger to life and health in peacetime is paid in the amount of up to 100 percent of the official salary in the manner determined by the Government of the Russian Federation.

Specific sizes, depending on the position being filled and the unit, are established by departmental order.

For the pay of employees serving in the regions of the Far North, equivalent areas and other areas with unfavorable climatic or environmental conditions, including remote ones, coefficients are established (regional, for service in high mountainous areas, for service in desert and waterless areas) and percentage allowances provided for by the legislation of the Russian Federation. To apply the specified coefficients and percentage allowances, the following are taken into account in the monetary allowance:

1) official salary;

2) salary for a special rank;

3) monthly bonus to salary for length of service (length of service);

4) monthly bonus to the official salary for a qualifying title;

5) monthly bonus to the official salary for special conditions of service;

The procedure for applying coefficients, paying interest bonuses, the size of coefficients and percentage bonuses are established by Decree of the Government of the Russian Federation dated December 30, 2011 No. 1237.

Employees filling the positions of encryption service employees, or carrying out work with ciphers in the structural divisions of internal affairs bodies, or involved in this work by decision of the heads of departments based on the lists of positions of encryption service employees approved by them, as well as management, teaching and educational support staff of the courses training, retraining and advanced training of encryption service workers who work with ciphers are paid a monthly percentage bonus for encryption work:

Employees in accordance with Decree of the President of the Russian Federation dated July 25, 2006 No. 765 “On one-time incentives for persons undergoing federal public service» a one-time incentive is paid in the following amounts (in cash salaries):

For serving in harmful and (or) dangerous and other special working conditions, employees are given an additional payment depending on the class of working conditions based on the results of workplace certification in the amount and manner established by the legislation of the Russian Federation.

The minimum amount of this additional payment is 4 percent of the official salary.

Employees are paid monetary compensation for performing official duties beyond the established normal duration business hours, at night, on weekends and non-working hours holidays.

An employee, at his request, set out in a report, according to data from work time records and on the basis of an order from the manager, instead of providing additional days of rest, may be paid financial compensation for performing official duties beyond the established normal duration of official time, at night, on weekends and non-working holidays.

The manager’s order indicates the number of days for which monetary compensation is paid.

The number of days for which this year monetary compensation is paid, should not exceed the established amount labor legislation duration overtime in a year.

The hourly rate is determined by dividing the employee's salary for the month in which the payment is made by the average monthly number of working hours in a given calendar year.

For periods of vacation and treatment, monetary allowance is paid in the amount received by the day of departure on vacation or release from official duties due to temporary disability.

Monetary allowance for the period of basic, additional, vacation leave, leave for personal reasons, leave in connection with the graduation from an educational institution of higher professional education of the Ministry of Internal Affairs of Russia, as well as other types of leave if their payment is provided for by the legislation of the Russian Federation,is paid in the amount established for the position being filled by the day of departure on vacation.

If the amount of salary changes while an employee is on vacation, a corresponding recalculation is made upon his return from vacation.

Salary is paid for the time:

1. Leave of absence provided to employees admitted to entrance examinations for adjunct (postgraduate) educational institutions of higher professional education with state accreditation, or educational institutions of additional professional education, scientific institutions (organizations) licensed to conduct educational activities in the field of postgraduate professional education.

2. Annual additional holidays, provided to employees studying in postgraduate (postgraduate) studies via correspondence courses, as well as for the time of travel to the location of the postgraduate (postgraduate) school and back.

3. Leaves provided in accordance with the established procedure to employees to complete a dissertation for the academic degree of Candidate of Sciences or Doctor of Sciences.

Salary is paid for the period of additional vacations provided to employees studying in state-accredited educational institutions of higher and secondary vocational education in part-time and part-time (evening) forms of study:

1. To pass intermediate certification.

2. To prepare and protect graduation qualifying work and (or) passing final state exams.

Employees studying in postgraduate (postgraduate) courses by correspondence are paid for one day off duty per week in the amount of 50 percent of their daily salary.

In the amount of 50 percent of the salary, but not less minimum size wages established by the legislation of the Russian Federation, payment is made for the time of release from service in connection with the establishment of a shortened service week for a period of 10 academic months before the start of the graduation project (work) or passing state exams for employees studying in state accredited educational institutions of higher and secondary vocational education in correspondence and part-time (evening) forms of education.

During maternity leave, employees, in addition to maternity benefits, are paid other additional payments, the right to which arose during the period of this leave.

Cash compensation for vacation is paid in cases of dismissal from internal affairs bodies of employees who did not use vacation:

1. Those who replaced the position on the day of dismissal - up to and including the day of dismissal.

2. Those who were at disposal by the day of dismissal - until the day of dismissal, but not beyond the time limits established for being at disposal.

Cash compensation for unused basic leave during the year of dismissal is paid to employees:

1. In full, in case of dismissal:

1) according to length of service giving the right to receive a pension;

2) upon the employee reaching the age limit for serving in the internal affairs bodies;

3) for health reasons;

4) in connection with the reduction of a position in the internal affairs bodies replaced by an employee;

5) due to the expiration of the employee’s tenure at the disposal of the federal executive body in the field of internal affairs, its territorial body or division;

6) in connection with violation of the terms of the contract by an authorized manager;

7) due to illness;

8) due to the impossibility of transfer or the employee’s refusal to transfer to another position in the internal affairs bodies;

9) in connection with an employee’s refusal to transfer to another position in the internal affairs bodies in order to eliminate circumstances related to the direct subordination or control of employees who are in a relationship of close kinship or affinity, in accordance with the legislation of the Russian Federation.

2. Proportional to the period of service in the year of dismissal, in case of dismissal for other reasons.

The amount of monetary compensation for unused vacations to dismissed employees is determined by multiplying the number of days of unused vacations by the amount of daily monetary allowance on the day of dismissal.

Cash compensation is paid based on the manager’s order, which indicates the total number of days of unused vacation.

In the event of the death of an employee, his heirs are entitled to established by law Russian Federation, monetary compensation is paid for the month in which death occurred, if its payment was not made to the employee himself, monetary compensation for all unused vacations, and other payments are made to which the employee has the right to the day of death.

Cash compensation in exchange for part of the main vacation exceeding 30 calendar days is paid based on the employee’s report and the manager’s order, which indicates the number of days to be compensated.

The amount of compensation is determined by multiplying the specified number of days by the amount of the employee’s daily allowance.

An employee serving in the Far North, equivalent areas or other areas with unfavorable climatic or environmental conditions, including remote ones, as well as harmful conditions, replacing part of the vacation with monetary compensation, as a rule, is not allowed, except in the case of his dismissal from service in the internal affairs bodies.

The employee at his disposal retains a salary in the amount of the official salary for the last position filled and the salary for a special rank, as well as a monthly bonus to the salary for length of service (length of service).

An employee who is at his disposal and performs the duties of the last position he occupied, based on the order of the manager, is paid in full.

An employee who is at his disposal and does not perform duties in the last position being replaced, taking into account the actual volume of official duties performed by him, by decision of the manager, the following additional payments may also be made:

monthly bonus to the official salary for a qualifying title;

monthly bonus to the official salary for special conditions of service;

monthly bonus to the official salary for work with information constituting state secrets;

bonuses for conscientious performance of official duties;

incentive payments for special achievements in service;

bonus to the official salary for performing tasks associated with an increased danger to life and health in peacetime;

coefficients and percentage premiums.

Monetary allowance in the specified amounts is paid during the period of being in possession, but not more than:

1. One year - in case of failure to perform more than four months in total within twelve months of official duties due to temporary disability.

2. Three months - in the following cases:

1) the end of the employee’s suspension of service in the internal affairs bodies;

2) employment of the employee upon completion business trip for a period of more than one year, including abroad;

3) reinstatement of the employee who previously held this position;

4) the expiration of the period of secondment of the employee to a federal government body, other government body or organization with retention in the personnel of the Ministry of Internal Affairs of Russia.

3. Two months - in the following cases:

1) abolition (liquidation) of a territorial body of a federal executive body in the field of internal affairs or a division or reduction of a position filled by an employee in internal affairs bodies;

2) carrying out the procedure for dismissing an employee from service in internal affairs bodies;

3) sending an employee for a medical examination (examination), if the employee was released from official duties due to temporary disability for a total of more than four months within twelve months.

4. One month - in case of release from the position being filled in the internal affairs bodies in connection with a transfer to another position in the internal affairs bodies.

Payment of monetary allowance during the period of disposition is extended for periods of temporary incapacity for work and while on vacation.

The basis for paying employees during the period of disposition is the order of the manager.

In the event of an employee’s temporary removal from office, he is paid a monetary allowance in the amount of his official salary and salary for a special rank, as well as an allowance to the salary for length of service (length of service).

If an employee is accused (suspected) of committing a crime, and a preventive measure is taken against him in the form of:

a) detention, on the basis of an order from the manager, the payment of monetary allowance to him is suspended;

b) house arrest, on the basis of the order of the manager, he is paid a monetary allowance in the amount of his official salary and salary for a special rank, as well as an allowance to the salary for length of service (length of service).

If an employee is acquitted or a criminal case against him is terminated on rehabilitative grounds, he is paid, on the basis of an order from his manager, a monetary allowance in full for the entire period of detention or house arrest.

If an employee is released from official duties due to temporary disability, he is paid a monetary allowance for the entire period of temporary disability in the amount established on the day of release from official duties due to temporary disability.

For the period of incapacity for work that occurs after the end of parental leave until the child reaches the age of three years, monetary allowance is paid from the day following the end of this leave.

If during the period of incapacity for work the employee has the right to an increase in monetary allowance, then its payment in the newly established amounts is made from the date such a right arises.

An employee who is dismissed from the internal affairs bodies due to conviction for crimes, and then rehabilitated in accordance with the established procedure, is fully compensated for his salary during forced absence from service on the basis of the order of the manager.

For employees captured or as hostages, interned in neutral countries, as well as for missing employees (until they are recognized in established by law in the order of missing persons or declared dead), monetary allowance is retained in full.

In these cases, the monetary allowance of these employees is paid to the spouses or other members of their families in the manner determined by the Government of the Russian Federation, until the circumstances of the capture of the employees as prisoners or hostages are fully clarified, until they are released or until they are recognized as missing in the manner prescribed by law or declared dead.

The reform preserved the payment of salary for a special rank for one year after dismissal from service without the right to a pension.

The payment is made based on the amount of salary for a special rank received by the employee on the day of dismissal from service, including in the event of late application for her appointment.

The one-year period for payment is calculated from the day following the day of dismissal of the employee from service.

In the event of an increase (indexation) of salaries for special ranks during the one-year period of payment, its size increases accordingly.

Payment for past time is made if the employee’s application was made before the expiration of 3 years from the date the right to receive it arose.

Payment for past time is made based on the special rank the employee had on the day of dismissal and in the amounts applied for one year from the date of dismissal.

The payment is made at the employee's last place of service before dismissal on the basis of an order from the manager, which indicates the special rank, last name, first name, patronymic of the employee, the basis for dismissal from service, the total duration of service (including military service), the date of dismissal and the end date of the one-year payment period.

In the event of liquidation of a unit where an employee previously received a payment, further payment is made by the unit determined by the decision of the head of a higher unit on the basis of documents for this payment submitted in the prescribed manner by the liquidated unit.

Payment is made monthly for the current month once in the period from the 20th to the 25th.

If an employee is called up for military training, payment is suspended for the duration of the military training. In this case, the period of military training is counted in the total payment period.

Employees who, during the period of receiving payment, re-enter military service, as well as serve in internal affairs bodies, the State Fire Service, institutions and bodies of the penal system, customs authorities, the Investigative Committee of the Russian Federation or the prosecutor's office of the Russian Federation as employees with special ranks, payment ceases from the date of entry into military service (service).

The employee receiving the payment must inform in writing the head of the unit making the payment about entering the service or being called up for military training. Reimbursement of amounts received in excess by an employee due to his failure to provide information about the occurrence of cases of admission to military service, as well as service in internal affairs bodies, the State Fire Service, institutions and bodies of the penal system, customs authorities, the Investigative Committee of the Russian Federation or prosecutorial authorities Russian Federation as employees with special ranks or conscription for military training is carried out in the manner established by the legislation of the Russian Federation.

One-time payments are provided for graduates of educational institutions of higher professional education from among orphans and children left without parental care.

Graduates of educational institutions of higher professional education from among orphans and children left without parental care are paid a one-time cash benefit in the amount established by the legislation of the Russian Federation.

Graduates, at their request, stated in the report, are paid monetary compensation in the amounts necessary for the purchase of clothing, shoes, soft goods and equipment, according to the standards approved by the Government Russian Federation.

The procedure for providing financial assistance has remained virtually unchanged. Employees are provided material aid in the amount of at least one salary per year.

By decision of the manager, financial assistance in the amount of one salary established on the day of payment is provided annually when the employee goes on basic leave or at other times according to the employee’s report.

Within the limits of the funds allocated for salary, by decision of the manager, the employee may be provided with additional financial assistance based on his reasoned report.

The decision to provide financial assistance (additional financial assistance) to heads of departments, as well as additional financial assistance to their deputies, is made by a superior manager.

In the event of the death of an employee, financial assistance not received by him in the year of death is paid to the heirs in the manner established by the legislation of the Russian Federation.

The procedure for paying lifting allowances and daily allowances when employees move to a new duty station in another locality also remains the same.

When employees move to a new duty station in another locality (including to and from the territory of a foreign state) in connection with appointment to another position, or in connection with enrollment in an educational institution of higher professional education of the Ministry of Internal Affairs of the Russian Federation, the duration of training in which it is more than one year, or in connection with the relocation of a body (unit), employees and members of their families are paid a lifting allowance - in the amount of one salary per employee and one fourth of the salary for each member of his family who moved to a populated area point at the employee’s new place of duty, or to a locality close to the new place of duty, or to another locality due to the lack of living quarters at the employee’s new place of duty, as well as daily allowances.

When calculating the allowance for an employee, the amount of the salary established for him at the new place of duty (study, deployment) is applied.

For family members of an employee, the amount of the employee’s salary as of the day of their registration at the place of residence or place of stay in the locality at the new place of service (study, deployment) of the employee, or in the locality close to the new place of service (study, deployment) of the employee is applied, or in another locality due to the lack of living quarters at the employee’s new place of duty (study, deployment).

The daily allowance is calculated taking into account the travel time of the employee and his family members.

Payment of lifting allowance and daily allowance is made by the unit at the new place of duty (study, deployment).

An employee leaving for a new place of duty (study, deployment) can receive an advance on the daily allowance due to him and his family members (if traveling together), with the subsequent submission of an advance report for the new place of duty (study, deployment).

If both spouses are entitled to receive an allowance and daily allowance, the allowance and daily allowance for family members are paid to one of the spouses at their choice.

To calculate the lifting allowance, the amount of the salary of the recipient of the lifting allowance is used.

Nowadays in documents it remains the same as it was “National Guard”, and in the media space a different name for the new structure has taken root - the Russian Guard. What is the National Guard and why was it created?

Decree of the President of the Russian Federation No. 157, dated 04/05/2016, reveals the goals and objectives of the new structure.

The Russian Guard was created on the basis of existing units. More specifically, it includes:

What tasks are assigned to the National Guard?

Selection criteria for the National Guard

    • border guard;
    • armed forces and other security forces;
  • who are citizens of the Russian Federation and living in the country;

Special powers of the guards

Reward for service

Since 2012, pay for military personnel has not been increased; there was a ban on indexation until 2018.
