In the Odintsovo district of the Moscow region, a situation has arisen that requires immediate intervention from the federal authorities.

As a result of criminal machinations involving district officials, protected forests are removed from state ownership and sold for next to nothing (the state receives tens of billions of rubles less) for the construction of elite cottage villages.

Land near Moscow is becoming more expensive every day, and the Odintsovo district is the most attractive for lovers of easy money: the famous “Rublevka” - Rublevskoe Highway, runs through its territory, the cost of a “hundredth” along which can already reach 100 thousand dollars.

The business is simple: to steal land from the state and ordinary summer residents through deception and abuse of trust, to “launder” a dubious scam through a chain of fictitious resales and then sell it to a developer at market value. The developer, who has laid out his hard-earned money, will not be sentimental about cutting down centuries-old trees and will take care of the “lungs” of Moscow.

As a result, Moscow loses its “green belt”, the state suffers multi-billion dollar damage, and ordinary citizens suffer, deceived by the “investors” - the invaders.

Gross violation legislation, the use of dummies, commercial bribery and corruption, with active participation in the machinations of district officials and blatant cover-up on the part of some judges of the Odintsovo District Court and the Moscow Regional Court - the invaders do not disdain anything. Another scandal, which may well develop into a criminal one, is happening in the oldest holiday village on Nikolina Gora.

The dacha cooperative “Workers of Science and Art” (DPK “RANIS”), created back in 1925, is located there. The plots there belonged to famous scientists, artists, musicians, and directors.

In 2003, a so-called investment agreement was signed between the DPK RANIS and the “investor” - KELT LLC, which is headed by the head of the Tervolina shoe holding Vadim Stepanov, during which the public land of the DPK RANIS was to be privatized in exchange for a dubious transfer of land to the Investor.

We believe that the agreement completely contradicts the norms of current legislation. Nevertheless, the Odintsovo administration and judicial authorities regarded this document as a proper basis for terminating the right to perpetual use of more than 20 hectares. land and changes in its intended purpose.

After concluding an agreement with RANIS, by decision of the leadership of the Odintsovo district, for some reason, 20 hectares of protected forest lands bordering the cooperative were cut off, which someone on behalf of the cooperative immediately abandoned in favor of the state. Such was the castling, the meaning of which remained unclear until the consequences became known. Further, the leadership of the Odintsovo district cuts this land into plots and distributes them supposedly to people on the waiting list and beneficiaries, who “for some reason” turn out to be either employees of companies controlled by Stepanov, or members of his family, or military personnel of a unit located nearby. All these citizens, having received land, immediately transfer it for a nominal fee to the ownership of structures controlled by Stepanov.

As a result, more than 20 hectares of forest land were illegally seized from the state forest fund; we are convinced that it was actually stolen - the total market value about 15 billion rubles.

Despite numerous appeals from members of the DPK “RANIS” to understand the current situation and stop the lawlessness, representatives of the Odintsovo district authorities not only turn a blind eye to what is happening, but also actively oppose attempts to restore legality and justice. Unfortunately, representatives of the “third power” - the Odintsovo District Court and the Moscow Regional Court - also play a sad role in this, by conveyor belt “stamping” refusals both to the indignant residents of Nikologorsk and to other robbed summer residents of the area.

At the same time, as a result of inspections carried out by Rosprirodnadzor based on statements from members of RANIS, it was established that the administration of the Odintsovo district illegally changed the purpose of more than 20 hectares of forest land, and abuses and actual forgery were also revealed. The relevant materials have already been sent to the prosecutor's office and the Ministry of Internal Affairs of Russia.

We ask you to intervene! Stop lawlessness in the Moscow region: skip the fraud at RANIS - once and for all give the invaders of the Moscow region a license for criminal lawlessness. As a result, ordinary Muscovites (not new Russians who can buy a cottage for 3 million dollars) will have no summer cottages left, and we will all lose the lungs of our city.

DSK "Ranis" is an elite village in the Odintsovo district, 24 km from the capital along the Rublevo-Uspenskoe highway. It belongs to the famous old-dacha places in the Moscow region, where famous workers of science and art rested.

Now the village consists of 250 households, designed in a classical style. Each cottage features unique details that set it apart from its peers in luxury and comfort.

The village is located on the left bank of the Moscow River. It has existed for several decades, but the history of this place is lost in the mists of time. Once upon a time, the princes collected tribute at this place, then nearby they founded the monastery of St. Nicholas on Pesku. The first mention of it dates back to the 15th century. Over time, peasant huts appeared around the monastery and the village of Nikolskoye was formed. In the 17th century, the monastery closed and its lands were given to the church.
