REGULATIONS

provision of the electronic service “Ordering a certificate of training in the established form at the National Research University “BelSU” for provision at the place of request”

1. General Provisions

1.1. The regulations for the provision of the electronic service “Ordering a certificate of study in the established form at the National Research University “BelSU” for provision at the place of request” were developed in order to improve the quality and accessibility of the service for providing students with certificates confirming their studies in educational institution, which has state accreditation.

1.2. Real administrative regulations determines the timing and sequence of service provision, the procedure for interaction between recipients of electronic services and officials (responsible employees of dean’s offices) in the implementation of electronic services.

^ 2. Electronic service provision standard

2.1. Full name of the electronic service: ordering a certificate of training in the established form at the National Research University "BelSU" for provision at the place of request.

2.2. Recipients of the electronic service: students (students) of the National Research University "BelSU" of all forms of education.

2.3. The electronic service is provided by: dean's offices of the National Research University "BelSU".

2.4. Access to the service: user authorization is required to implement the service. The transition to the page is carried out from the “Electronic Services” section of the National Research University “BelSU” website ( http://www.bsu.edu.ru/bsu/services).

2.5. Service delivery time: 2 business days from the date of receipt of the order.

2.6. The result of the provision of the service: students receive a paper copy of the certificate of training in the established form for submission at the place of request.

2.7. Execution of electronic services is carried out in compliance with the requirements:


  • Federal Law of the Russian Federation of July 27, 2006 No. 152-FZ “On Personal Data”;

  • Federal Law of July 27, 2006 No. 149-FZ “On Information, information technology and on information protection";

2.8. Information on the procedure for providing electronic services can be obtained from the dean’s offices of the university and on the page of the National Research University “BelSU” website “Electronic Services” ( http://www.bsu.edu.ru/bsu/services).

2.9. Divisions responsible for the provision of electronic services: dean's offices, department of correspondence, part-time and distance learning and electronic educational technologies.

^ 3. Procedure for providing the service

3.1. Ordering a certificate of study.

3.1.1.Ordering a certificate of training is carried out on the “Certificate of Training” tab of the “Electronic Services” page ( http://pegas.bsu.edu.ru/blocks/dean/service) students or, at the request of the student, a responsible employee of the dean’s office.

3.1.2. To implement the service, user authorization is required. Upon request, the student must enter the login and password of the user account of the university-wide computer classes, which is created automatically when students are enrolled at the university, the responsible employee of the dean's office - the login and password of the user account of the intranet of the National Research University "BelSU".

3.1.3. On the page for ordering a certificate of study, the user indicates the need to indicate information about the scholarship in the certificate, the place where the certificate is presented, and the number of copies (no more than 5).

3.2. Stamp and signature of the certificate of study

3.2.1. The responsible employee of the dean's office must process received applications for the provision of services daily (except weekends) until 14.00.

3.2.2. Printing of certificates of study is carried out by a responsible employee of the dean's office.

3.2.3. Printed certificates of study are signed by the official (dean, deputy dean) indicated in the text of the certificate of study.

3.3. Issuing certificates of training.

3.3.1. The responsible employee of the dean's office must ensure the issuance of certificates of study to students on the next working day after the day the certificate was ordered from 14.30 to 16.00.

3.3.2. Unclaimed certificates of study are stored in the dean's office for 1 month from the date of printing.

3.4. Accounting for the issuance of training certificates.

3.4.1. On the page for the provision of electronic services, automatic electronic journal generation and printing of training certificates. Each certificate is automatically assigned a number.

3.4.2. Responsible employees of dean's offices are required to keep records of the issuance of certificates of study to students in accordance with established requirements office work at the National Research University "BelSU".

^ 4. Monitoring the execution of electronic services, the procedure for filing complaints and suggestions

4.1. Current control over the provision of the electronic service “Ordering a certificate of study in the established form at the National Research University “BelSU” for provision at the place of request” by dean’s office employees is carried out by deans and their deputies.

4.2. Consumers of the service can submit complaints and suggestions regarding technical and organizational support of the order on the “Complaints and Suggestions” tab of the “Electronic Services” page ( http://pegas.bsu.edu.ru/blocks/dean/service).

4.3. Persons responsible for technical and organizational support for the provision of services must respond to complaints and suggestions from consumers within two days.

Student at this university: Perhaps this review will be useful to those who are unsure whether to enroll in a regional university or cannot decide to go to another city. I study at the Institute of Economics of the National Research University "BelSU". Initially, I planned a different specialty, but my parents insisted on a classical education. In general - the educational process, relationships with teachers, classmates, student life and social infrastructure suit me. As with everything, there are some problems, but they can all be solved with perseverance. Don’t expect that this university will give you all the knowledge you need – you will have to learn a lot on your own. As a plus, there are strong teachers who will not force you to study uninteresting notes, but will offer you cool project work, but there are also those who will dictate 20 sheets of lectures on a non-core subject to you, and then also force you to reproduce all this at a seminar. It all depends on how you express yourself and your abilities. No one will demand the impossible. In addition, there are good bonuses for research, participation in various competitions and events (thanks to participation in the public life of the university, when I first got a job in my 4th year, my scholarship was more than my salary!).
For those who love action, there are plenty of activities here: student council, volunteering, media, sports, etc. There are really a lot of student associations, and if you don’t want to spend the bright years of your life at the computer and taking notes, then there is simply unrealistic scope for activity for you.
Regarding housing and infrastructure: there are 7 dorms, soon there will be 9, but there won’t be enough places for everyone, priority is given to distant regions. We rent an apartment for three for 12 thousand. It doesn’t turn out to be very stressful. In the canteen in the building on Studencheskaya you can eat normally for up to 100 rubles, in the building on Pobeda, of course, the prices are much higher, but the interior of the canteen is much cooler.
I like to go to the pool; sections are free for students. There are also many types of sports. The only thing is that the schedule of sections is not always convenient, but even if you don’t have time for a section, then the price for a pool or gym is 30-50 rubles, for Belgorod this is completely free.
In short, if you are considering Belgorod for admission, then pay attention to BelSU. By the way, there will be no problems with work (again, if you don’t sit in one place and wait for a kind uncle to offer you a job), here you can agree on a free visit and not go to classes to work, or personally with teachers talk, then bring your essay or problems for testing, and you will be graded normally. It’s more difficult with exams, but learning 50 tickets, especially if you work in your specialty and have something to tell, is bullshit. Of course, the salary is not always encouraging, but everything worked out for me :)

  1. GENERAL PROVISIONS

    1. In order to provide citizens of the Russian Federation with the opportunity to practically realize the constitutional right to education, as well as to realize the rights of foreign citizens and stateless persons studying in educational institutions of the Russian Federation, this Regulation establishes and regulates the procedure for admission, training, transfer, expulsion and reinstatement of students of all forms training and providing them with vacations at Belgorod State University (hereinafter referred to as BelSU).

    2. This provision has been developed in accordance with the current legislation of the Russian Federation, in particular the Law of the Russian Federation “On Education”, Federal law dated August 22, 1996 No. 125-FZ “On higher and postgraduate professional education”, Standard provision about educational institution of higher education vocational education(higher educational institution) of the Russian Federation (approved by Decree of the Government of the Russian Federation dated 04/05/2001 No. 264), as well as by the Charter of BelSU and other local regulatory legal acts.

    3. This Regulation applies to students and listeners studying in all forms of higher professional education at BelSU.

  1. ADMISSION TO BelSU

    1. The nomenclature of specialties and directions for full-time, part-time (evening) and correspondence forms of education and the number of students admitted to them is established by BelSU in accordance with the license for the right to conduct educational activities.

    2. Admission to BelSU is carried out for places financed from the federal budget (budget places), as well as for places where tuition fees are paid on a contractual basis.

    3. The number of budget places for admission to the first year in specialties and areas is determined by BelSU within the framework of admission control figures established by the Ministry of Education of the Russian Federation.

    4. The number of budget places for admission of students to subsequent courses is determined by BelSU as the difference between the target figures for admission to the first year of the corresponding year of admission and the actual number of students and listeners studying in the areas of training and specialties.

    5. Number of budget places for targeted reception students in order to assist regional government authorities, bodies local government in training specialists of the appropriate level of education to solve socio-economic problems of the regions, Belgorod State University determines, within the limits financed from the federal budget (control figures) on the basis of agreements, including those concluded with the administration of the Belgorod region, and organizes a separate competition for these places.

    6. The number of places with payment of tuition fees for the admission of students and listeners to the first and subsequent courses of BelSU is established within the limits of the number determined by the license and the legal requirements for the number of students in each area of ​​training (specialty), taking into account the demand for specialists in the corresponding area of ​​training (specialty). and the capabilities of BelSU.

    7. The number of budget places determined for admission to the first year, subsequent courses, targeted admission, the number of places with payment of tuition fees is annually approved by the Academic Council of BelSU on the basis of proposals reviewed by the admissions committee.

      1. Proposals are formed based on requests from deans of faculties and directors of branches, reviewed at the Academic Councils of BelSU departments, taking into account the opinions of the heads of graduating departments.

      2. Applications must correspond to the region’s future needs for specialists in specific specialties and the capabilities of the personnel potential and material base of BelSU.

    8. BelSU admits citizens of the Russian Federation, foreign citizens and stateless persons living on its territory, citizens of the Republic of Belarus, as well as compatriots from neighboring countries.

    9. Citizens of foreign states (including citizens of republics former USSR), arriving in Russian Federation for training, are admitted to BelSU:

      1. In accordance with international agreements, within the target numbers for admission in the areas of the Ministry of Education of Russia;

      2. In accordance with BelSU contracts for places with payment of tuition fees on the terms determined by the Rules for admission to BelSU.

    10. To receive documents from applicants and organize entrance tests, an admissions committee of BelSU is created annually.

      1. To take entrance tests for first-year applicants, subject examination committees of BelSU are organized; to take entrance tests for subsequent courses - certification commissions. For the period of entrance examinations and enrollment at BelSU, an appeal commission is created.

    11. The admissions committee introduces applicants to the Rules for Admission to BelSU, the Charter of BelSU, the license for the right to conduct educational activities, the certificate of state accreditation, other documents regulating the organization educational process, and ensures transparency and openness of work.

    12. The procedure for submitting documents for admission, conducting entrance tests, appeals, and enrollment in BelSU are regulated by the Rules for Admission to BelSU.

  1. TRAINING AT BelSU

    1. BelSU implements programs of higher professional education (bachelors, specialists), postgraduate professional education, programs of additional professional education and retraining of specialists of varying duration and level of training, for which BelSU has the appropriate licenses.

    2. Training of specialists in specialties full-time training is carried out for 5 years (for the specialty General Medicine and for correspondence courses - 6 years) with the assignment of the appropriate qualification upon completion of training.

    3. The preparation of bachelors in the relevant areas of full-time study is carried out over a period of 4 years.

    4. Upon completion of the bachelor's degree (after 4 years), the student can choose one of two options for his future activity:

      1. Completion of training and employment;

      2. Continuing training to obtain specialist qualifications determined by your undergraduate degree (period of 1 year).

    5. The academic year begins on September 1 and ends according to the curriculum for a given area or specialty, but no later than July 1. The Academic Council of BelSU has the right to postpone the start of the academic year, but no more than 2 months.

    6. A student card is issued to students on the first day of classes.

    7. The grade book is issued only for the period of the examination session and for submitting debts on time.

    8. All students enrolled in the first year of BelSU on a free basis of education are awarded a scholarship in the amount established by law.

    9. The student must report to the dean’s office (branch directorate) at least one day before the start of classes to receive information about the class schedule, the group in which he is included, and other information about the organization of the educational process and everyday life.

    10. Before the start of the academic year, the dean of the faculty (branch director) forms groups of students in areas and specialties depending on the subject being studied foreign language and regardless of the source of funding, curators and group leaders are simultaneously appointed.

    11. Lists of groups and class schedules are posted on the notice board of faculties (branches) a week before the start of the academic year (semester).

    12. Faculties (branches) develop specialty curricula in accordance with state educational standards, on their basis - working curricula and individual curricula for individual training of individuals, taking into account the level of their previous training and abilities. Curricula are approved by the rector of BelSU, working curricula and individual curricula are approved by the vice-rector for educational work BelSU.

    13. The organization of the learning process during the academic year is regulated by the schedule of the educational process, approved by the rector (vice-rector for academic affairs) of BelSU. The schedule is developed based on curricula.

    14. The academic year, regardless of the form of study, is divided into two semesters, each of which ends with an intermediate certification of the student (examination session). Classes are conducted according to a schedule drawn up for the semester and approved by the rector (vice-rector for academic affairs) of BelSU.

    15. The following main types of training classes are established at BelSU:

      1. Lectures;

      2. Practical classes, laboratory work and seminars;

      3. Educational practice;

      4. Internship;

      5. Course design (course work);

      6. Performing graduation qualifying work;

      7. Consultations.

    16. All types of practice for full-time students and part-time students who do not work in their specialty are organized in accordance with the schedule of the educational process. Practice programs are determined by the department responsible for the implementation of a specific type of practice. Students and trainees studying under contracts with organizations, as a rule, undergo internships in the system of customer organizations. Students Faculty of Medicine undergo practical training at bases approved by the rector of BelSU. Other students have the right to enter into agreements on the place of internship in agreement with the head of the relevant department responsible for the implementation of a specific type of internship.

    17. For students starting to study mathematics, physics, chemistry, biology, Russian language, foreign language, computer science, the relevant department conducts an entrance control to determine the level of training. Based on the results of the control, students are recommended to attend additional classes. With students who agree to take an additional training course, an individual training agreement is concluded. additional training, an estimate of the cost of its implementation is attached to the contract. Expenses are paid by the student. The program must improve the student’s level of preparation for a high school course and cannot include material from university disciplines of the specialty standard.

    18. For all occupations except industrial and educational practice, the academic hour is set at 45 minutes. The maximum volume of a student’s academic workload, including all types of classroom and extracurricular work, should not exceed 54 hours per week. The volume of compulsory classroom training for a full-time student should not exceed the number of hours determined by the state educational standard for higher professional education in the relevant specialty.

    19. The total duration of vacation time in the academic year must be at least 7 weeks, including at least 2 weeks in the winter.

    20. Optional disciplines are provided for in the curriculum, but are not mandatory for students to study.

    21. Coursework is considered as a type of academic work in the discipline and is performed within the hours allocated for its study.

    22. Intersessional certification is carried out no later than a month before the start of the session.

    23. Tests for practical and laboratory work are accepted as they are completed. For individual disciplines, tests can be carried out in the form tests in practical classes.

    24. Credits for seminar classes are assigned based on the submitted abstracts (reports) or presentations by students at seminars.

    25. In social sciences, tests are carried out by surveying students. The teacher is given the right to give credit without questioning to those students who actively participated in the seminar classes.

    26. Tests must be taken at the end of the discipline before the start of the examination session.

    27. After passing all tests, the student is obliged to notify the leadership of the relevant faculty (branch) about the completion this stage, which is the basis for admission to the exams. The dean of the relevant faculty (head of the branch) issues an order for the faculty (branch) on the admission of the student to the examination session.

      1. After passing the tests, the student begins preparing for and passing exams (examination session).

      2. If there are good reasons, the dean of the faculty (director of the branch) is given the right to admit full-time students who have not passed the tests to the examination session.

      3. Students who were unable to pass tests and exams within the generally established deadlines due to illness or other valid reasons (family circumstances, long-term business trips, natural disasters), documented by the relevant institution, the dean (branch director) establishes individual deadlines passing tests and exams, not exceeding the time of illness or forced absence.

    28. The examination session is carried out according to the schedule of the educational process in strict accordance with the schedule of pre-examination consultations and exams approved by the Vice-Rector for Academic Affairs. The teacher must coordinate the transfer of dates and locations for consultations and exams with the faculty dean’s office (branch management).

    29. The knowledge, skills and abilities of students are determined by the following grades: “excellent”, “good”, “satisfactory”, “unsatisfactory”, “passed”, “fail”.

    30. The forms and procedure for monitoring students’ knowledge are regulated by the Regulations on intermediate certification at BelSU.

    31. The teacher can assign a final grade to students based on the results of their current certification (with the exception of general professional and clinical disciplines of the Faculty of Medicine). In case of disagreement with this assessment, the student takes the exam.

    32. If you receive an unsatisfactory grade in the exam or fail to appear for the exam, retaking the exam with the same teacher is allowed only once on the basis of the examination sheet received from the dean’s office of the relevant faculty (branch). The methodologist, when issuing an examination sheet, records it in a journal. The examination sheet is a document of strict accountability.

    33. If retaken more than once, the dean of the relevant faculty, on the recommendation of the head of the department, can appoint an examination committee (composed of at least three teachers), which must include the head of the department and the teacher teaching the course. The examination committee may be appointed by the dean of the faculty at the motivated request of the student. In case of receiving an unsatisfactory assessment on the commission, the student is expelled from BelSU on the grounds of failure to complete the curriculum in the field of study (specialty).

    34. A student who has missed 30 hours of classes during a calendar month without a valid reason is reprimanded by the rector of BelSU, upon the recommendation of the dean of the faculty (director of the branch). If a student misses 50 or more hours during a calendar month, the dean of the faculty (director of the branch) petitions the rector of BelSU for his expulsion on the grounds of loss of contact with BelSU. Students who have valid reasons for missing classes may be assigned individual schedule training.

    35. In exceptional cases, the student is given the right to freely attend classes. Free attendance at classes may be permitted:

      1. Students raising children under 3 years of age;

      2. Students caring for elderly or disabled parents;

      3. Senior students who have gotten a job in their specialty.

    36. The basis for granting free attendance to classes is:

      1. Personal statement of the student, agreed upon with the teachers who teach classes in a given semester;

      2. A relevant document confirming the grounds for obtaining the opportunity to freely attend classes, indicating the reason (copy of the child’s birth certificate; copy of a document confirming the need to care for parents; certificate from the place of work).

    37. If available In order to provide students with free access to classes, an order is issued for the university based on the proposal of the dean of the faculty (director of the branch). Free attendance is allowed for one semester and does not exempt the student from performing practical and laboratory tasks. work

    38. A student who has fulfilled all the requirements of the curriculum is admitted to the final state certification (state exam, defense of a final qualifying thesis), based on the results of which the issue of assigning him the appropriate qualification and issuing a document of the established form is decided.

    39. Persons applying for a diploma with honors are given the opportunity to retake for an increased grade on the basis of a personal application with a visa from the rector of BelSU, but in no more than two disciplines.

    40. A student who has not passed all certification tests included in the final state certification within the established period of study is expelled from BelSU on the basis of failure to complete the curriculum in the field of study (specialty) and receives an academic certificate or, at his request, a diploma of incomplete higher education.

    41. Receiving an “unsatisfactory” grade on the final exam in a discipline does not deprive the student of the right to take final exams in other disciplines.

    42. Graduates who have not passed individual certification tests are allowed to take them again. When passing certification tests again, the graduate submits an application to the rector of BelSU with a request to allow him to retake the final exam or final qualifying work during the work of the next state certification commission.

    43. A student who has defended coursework, passed exams, differentiated tests with a grade of “excellent” in at least 75% of all disciplines included in the diploma supplement, and in the remaining disciplines with a grade of “good” and has passed the final certification with a grade of “excellent”, a diploma is awarded with honors.

  1. Transfers of students

    1. Transfers of students to BelSU from other universities:

      1. Transfer of students to BelSU is carried out without restrictions related to the course and form of study, type of major educational program.

      2. When transferring to places financed from the Federal budget, the total duration of study of a student or listener should not exceed the period established by the BelSU curriculum for mastering the main educational program (taking into account the form of study), by more than one academic year. As an exception, the total duration of training greater than 1 academic year can be established in agreement with the Russian Ministry of Education for certain categories of citizens (refugees, children of military personnel, persons affected by disasters, etc.).

      3. Transfer of a student to another higher education institution educational institution to continue education at BelSU is carried out on his personal application.

        1. The student's application shall indicate:

          1. Full name and address of the university where he is studying;

          2. Name of the direction (specialty) according to the state educational standard of higher professional education;

          3. Course of Study;

          4. The name of the direction (specialty) and course of study at BelSU to which the applicant is transferred;

          5. Basis of training at the place of previous study: federal budget, budget of a constituent entity of the Federation, local budget, payment to legal or an individual on a contractual basis;

          6. Familiarization with the rules of transfer to BelSU.

        2. The following is attached to the student's application:

          1. Certificate of entrance exams passed at the university where he studied;

          2. A photocopy of the grade book, certified by the seal of the university from which he is transferred (the total number of hours allocated for studying the disciplines of the curriculum must be entered in the grade book);

          3. A certificate from the university from which he is transferring about the source of funding for his studies: federal budget, budget of a constituent entity of the Federation, local budget, payment by a legal entity or individual on a contractual basis.

      4. Transfer to places financed from the federal budget, the budget of a constituent entity of the federation or local budgets is allowed only for persons who studied on the basis of funding from the relevant budgets and subject to the availability of places.

      5. The transfer of the student is carried out on the basis of certification. Certification of the student can be carried out on the basis of a photocopy of the grade book, through an interview or testing. The form of certification is determined by the dean.

      6. If the number of places at BelSU (in a specific course, in a certain main educational program in the field of study or specialty) is less than the applications submitted from students wishing to transfer, then through a competition, based on the certification results, the persons best prepared to continue their education are selected. The person who has passed the competition is the one who has a higher score on the grade book, and if the scores are equal, the person who previously submitted an application for transfer.

        1. Out of competition, categories of citizens who have the right to non-competitive enrollment according to the current given year rules for admission to BelSU.

      7. When transferring, general humanitarian and socio-economic disciplines, including four compulsory basic ones, are re-credited by BelSU to the extent studied by the student.

      8. BelSU provides the opportunity for the student to master general humanitarian and socio-economic disciplines to the extent established by the state educational standard for the main educational program to which the student is transferred.

      9. Optional disciplines can be transferred to the student at his request.

      10. When transferring a student to the same main educational program in which he studied previously, or a related main educational program of BelSU, mathematical and general natural science disciplines established by BelSU (national-regional component) and all disciplines of the student’s choice are also re-credited.

      11. When transferring a student to the same basic educational program in which he studied previously, or a related basic educational program, the following must be taken:

        1. The difference in the curricula of areas of training (specialties) in terms of the federal component of the corresponding state educational standard in mathematics and general natural sciences, general professional and special disciplines, if it exceeds the limit within which the university has the right to change the scope of disciplines;

        2. The difference in the curricula of the areas of training (specialties) in terms of the national-regional component of the corresponding state educational standard (standards) in general professional and special disciplines.

      12. When transferring a student to another educational program, the list of disciplines to be passed (elimination of academic debt) is established by the dean of the relevant faculty (branch director).

      13. A positive decision to transfer a student based on the conclusion on the results of certification is formalized by the dean of the relevant faculty (branch director) for enrollment by transfer, and in the case of enrollment with subsequent liquidation of academic debt, the dean (branch director) petitions for approval individual plan training.

      14. When transferring to a paid training basis, the student pays for training in accordance with the concluded agreement before enrolling at BelSU.

      15. If the transfer issue is resolved positively, the HR Department of BelSU issues the student a certificate of the established form.

      16. An order to enroll a student at BelSU in connection with a transfer is issued by the rector of BelSU after receiving a document on education and an academic certificate and after checking by the dean (branch director) that the copy of the record book matches the academic certificate. The received documents are attached to a personal statement, in which a note is made indicating that the copy of the record book corresponds to the academic transcript.

        1. An entry is made in the enrollment order: “Enrolled by transfer from...... university, to specialty (direction)..., to... course, to... form of study, to... ... the basis of learning."

      17. The student is issued a student ID and a grade book.

    2. Transfer of BelSU students to other universities:

      1. The student submits a certificate from another university to BelSU, a written application for expulsion due to transfer and the issuance of an academic certificate and an education document on the basis of which he was enrolled at BelSU.

      2. Based on the submitted certificate and the student’s application, the rector of BelSU, within 10 days from the date of submission of the application, issues an order for his expulsion with the wording: “Dismissed due to transfer to ..... university.”

    3. Transfer of students within BelSU:

      1. The transition of a student from one main educational program in a specialty or direction to another (including a change in the form of education) within BelSU is carried out upon the student’s personal application and presentation of a grade book in accordance with paragraphs. 4.1.7 - 4.1.13 of these Regulations.

  1. Expulsion of students

    1. Expulsion of a student to BelSU is carried out:

      1. After graduating from BelSU.

      2. At his personal request.

      3. Due to transfer to another university.

      4. Due to the loss of contact with BelSU.

      5. For failure to complete the curriculum in the area of ​​training (specialty).

      6. For violation of duties provided for by the BelSU Charter and Rules internal regulations BelSU.

      7. Due to death.

    2. Expulsion based on the personal desire of the student is made on the basis of a written application of the student, agreed upon with the dean of the relevant faculty (director of the branch), and in the case of tuition on a paid basis - with the financial and economic department of UBU and FC BelSU.

    3. In case of expulsion of students, the request must contain a requirement to terminate the payment of the scholarship and eviction from the hostel.

    4. A student who has not completed the curriculum in the field of study (specialty) is expelled from BelSU by order of the rector of BelSU on the basis of a proposal from the dean of the relevant faculty (branch director):

      1. Failed to pass exams in three or more disciplines.

      2. Failure to liquidate academic debt in a timely manner.

      3. Has not completed the practice program or received an unsatisfactory grade when defending a report, if he has two unsatisfactory grades in course exams.

      4. Having completed the mastery of the main educational program and not confirming compliance of the training with the requirements of the state educational standard of higher professional education when passing one or more final certification tests.

    5. The dean's (branch director's) submission must contain the basis for expulsion, as well as confirmation that the student has the ability to eliminate debts, indicating the deadlines when he passed or was supposed to pass, but did not appear to the teacher or the commission.

    6. Expulsion for violation by a student of the duties provided for by the BelSU Charter and the BelSU Internal Rules is made on the initiative of the dean (branch director) on the basis of his submission with detailed motivation and reference to the violation of the provisions of the BelSU Charter and the BelSU Internal Rules and with the attachment of relevant documents confirming the violation .

    7. Before overlay disciplinary action the dean (branch director) receives a written explanation from the student. If the student refuses to give an explanation, a corresponding report is drawn up. If it is impossible to obtain an explanation personally from the student, the dean (branch director) sends to the student’s last known home address an offer to provide an explanation on the grounds of the disciplinary offense within 10 days.

    8. If tuition is not paid for under the contract within the established time frame, the student is expelled on the basis of loss of contact with BelSU.

    10. When a student is expelled from BelSU, he hands over his student ID, grade book and worksheet, after which he is issued an academic certificate of the established form or a diploma of incomplete higher education, as well as the original document of education located in his personal file.

  1. Recovery in BelSU

    1. A person expelled from BelSU has the right to be reinstated at BelSU within five years after his expulsion. at will or by good reason while maintaining the basis of training (free or paid) in accordance with which he was trained before expulsion. Reinstatement of tuition on a budget basis is possible if there is free space.

    2. Reinstatement of a person expelled for an unexcused reason to BelSU is possible only on a contractual basis, subject to the petition of the dean (branch director) and other organizations. The possibility of restoration in this case is determined by the rector (vice-rector) of BelSU.

    3. The main condition for determining the possibility of reinstatement in the chosen specialty is the completion of the BelSU curriculum in this specialty for the corresponding period of study at the time of restoration. This is confirmed by an academic certificate of the established form or a diploma of incomplete higher education.

    4. Restoration is usually carried out during the holiday period.

    5. To resolve the issue of reinstatement, an application is submitted to the rector of BelSU, indicating the faculty, specialty and course to which the applicant is seeking reinstatement, as well as the faculty, specialty and course, the training program of which he fully completed before expulsion. The application also indicates the reason for expulsion in accordance with the order.

    6. Based on the application and academic certificate, the dean of the faculty (director of the branch) determines the possibility of further training of the applicant in this specialty, about which a corresponding entry is made on the application.

    7. In the event of a discrepancy between the curricula of the BelSU specialty and the one in which the applicant studied, he may, upon the recommendation of the dean (branch director), be allowed by order of the BelSU rector to take the tests and exams specified by the dean (branch director). If necessary, he may be allowed, upon the recommendation of the dean, to attend classes in disciplines in which tests or exams are to be taken for subsequent reinstatement.

    8. After repeated expulsion for violation of duties provided for by the BelSU Charter and the BelSU Internal Regulations, subsequent reinstatement is not made.

    1. Academic leave is granted to the student:

      1. For medical reasons.

      2. In other exceptional cases.

    3. The decision to grant academic leave is made only by the rector of BelSU by issuing an order.

    5. The basis for issuing an order for admission to the educational process of a student who is on academic leave for medical reasons is a personal statement of the student and the conclusion of a clinical expert commission of a health care institution, in another case - only a personal statement.

    6. Maternity leave for students:

      1. Maternity leave is provided by order of the rector of BelSU to studying mothers.

      2. The duration of leave is seventy (in the case of multiple pregnancy - eighty-four) calendar days before childbirth and seventy (in the case of complicated childbirth - eighty-six, in the case of the birth of two or more children - one hundred and ten) calendar days after childbirth.

      3. The basis for provision is:

        1. Personal Statement;

        2. Conclusion from medical institution that the applicant is pregnant for at least 30 weeks.

      4. The basis for issuing an order for admission to the educational process of a student on maternity leave is a personal statement.

    7. Parental leave until the child reaches the age of three:

      1. The grounds for granting parental leave are:

        1. Application from a student caring for a child;

        2. A copy of the child's birth certificate.

    8. If a student on vacation fails to return within a month after the end of the period for which the vacation was granted, the dean of the faculty (director of the branch) is obliged to submit to the personnel department of BelSU a corresponding submission for the preparation of an order for the expulsion of the student on the basis of loss of contact with the university. .

  1. FINAL PROVISIONS

    1. These Regulations, as well as all changes and additions to it, are approved by the Academic Council of BelSU and registered in the prescribed manner.

Applicants entering the National Research University "BelSU" have the opportunity to pay for tuition at a discount, which remains valid throughout the entire period of study in the absence of debts. Full-time students in the areas of bachelor's, specialist's, secondary vocational education, master's, and postgraduate studies can take advantage of the discount.

Freshmen have the right to a reduction in the cost of paid educational services throughout the academic year, regardless of the results of the winter session. The discount is valid for the second and subsequent courses until graduation upon successful completion of the intermediate certification.

Successful completion of certification these are grades “satisfactory”, “good”, “excellent”, “passed” for the current session (winter or summer), including term papers, projects, practice and (or) individual disciplines. Grades must be obtained the first time, without creating academic debt.

A reduction in the cost of paid educational services in the semester following the semester of successful completion of the intermediate certification is carried out on the basis of a decision of the academic council of the National Research University "BelSU".

If there is academic debt based on the results of the interim certification (session), the cost of paid educational services is not reduced. In this case, the student pays tuition in full. A student who has lost the right to a reduction in the cost of paid educational services can restore it based on the results of passing the next intermediate certification for grades of “good”, “excellent”, “passed”, including for coursework (projects), practice and (or) individual disciplines.

When transferring within the National Research University "BelSU" from one specialty to another, the student is given the right to co-financing, subject to successful completion of the previous intermediate certification. In this case, co-financing is established in an amount corresponding to the specialty to which he is transferred.

When a student is transferred to the National Research University "BelSU" from another educational institution, he is given the right to co-financing in the amount corresponding to the specialty to which he is transferred.

When a student is reinstated, he is given the previously existing right to co-financing in an amount corresponding to his specialty.
