ORDER of the Ministry of Internal Affairs of the Russian Federation dated July 26, 1999 N 548 “ON THE ORGANIZATION OF PUBLIC AND STATE TRAINING OF EMPLOYEES OF THE INTERNAL AFFAIRS BODIES OF THE RUSSIAN FEDERATION”

In order to strengthen the moral and psychological state and civil and legal stability of employees of the internal affairs bodies of the Russian Federation, to neutralize the negative impact on them of various political and extremist forces, to form a solid knowledge of the state policy of the Russian Federation, to ensure a high culture of information perception and a broad social and legal outlook, I order :

1. Organize a system of public - state training for employees of the internal affairs bodies of the Russian Federation (hereinafter - public - state training), which is a set of planned training events to instill in students knowledge of the main aspects of public policy, the provisions of the current legislation in the field of ensuring law and order, and the requirements of directives documents of the Ministry of Internal Affairs of Russia, as well as methodological support for heads of training groups.

2. Heads of the main departments and directorates of the Ministry of Internal Affairs of Russia, the Investigative Committee under the Ministry of Internal Affairs of Russia, ministers of internal affairs, heads of the Main Department of Internal Affairs, Department of Internal Affairs of the constituent entities of the Russian Federation, Department of Internal Affairs, RUBOP, OUMT and Armed Forces, Department of Internal Affairs (OVD) 8 Main Directorate of the Ministry of Internal Affairs of Russia, educational, scientific research And medical institutions Ministry of Internal Affairs of Russia:

2.1. Ensure the organization and conduct of public and state training.

2.2. Submit reports on the results of the academic year and proposals for improving social and state training to the State Administration and Communist Party of the Ministry of Internal Affairs of Russia annually before November 15.

3.1. Organizational management of public and state training, development of annual thematic plans and control over the effectiveness of its implementation is carried out by the State Administration and Control Committee of the Ministry of Internal Affairs of Russia.

3.2. Methodological support for public and state training in accordance with approved thematic plans - at the Center for Information and Scientific - Methodological Support personnel policy Ministry of Internal Affairs of Russia.

3.3. Organizationally - methodological support social and state training:

in the main directorates (directorates) of the Ministry of Internal Affairs of Russia, the Investigative Committee of the Ministry of Internal Affairs of Russia - to departments (departments, groups) of personnel;

4. Make changes and additions to the Organization Manual vocational training ordinary and commanding personnel of the internal affairs bodies of the RSFSR, approved by Order of the Ministry of Internal Affairs of the RSFSR dated July 10, 1991 N 110, according to the attached List.

5. Control over the implementation of this Order shall be entrusted to the First Deputy Minister, Colonel General of the Police V.I. Fedorov.

1. Replace the abbreviation “RSFSR” with the words “Russian Federation”, using them in the appropriate case.

2. Replace the abbreviation “Ministry of Internal Affairs of the RSFSR” with the words “Ministry of Internal Affairs of Russia.”

3. Clause 1.2 is supplemented with subclause 1.2.6 in the following wording:

“1.2.6 Social and state preparation.”

4. In paragraph 1.19, the words “Inspection of official” shall be replaced with the words “Inspection of public, state, official.”

5. In paragraphs 1.20 and 1.21, replace the words “for official purposes” with the words “for public, state, official purposes.”

6. In paragraph 7.4, delete the word “social”.

7. Add Section 10 to the Manual as follows:

"10. Social - state preparation.

10.1. Social and state training is a system of state and legal orientation for employees of internal affairs bodies in order to strengthen their civil stability, neutralize the negative impact of various political and extremist forces, form a solid knowledge of the state policy of the Russian Federation, ensure a high culture of information perception and a broad social and legal outlook , formation of a positive professional and moral character of an employee who conscientiously and consciously performs job responsibilities in accordance with the Constitution of the Russian Federation, legislative and other regulatory legal acts of the Russian Federation, regulatory legal acts of the Ministry of Internal Affairs of Russia.

10.2. The main tasks of public and state training of employees of internal affairs bodies are:

systemic Information Support employees of internal affairs bodies, based on integrated approach, taking into account the interests of the individual, society and the state, making it possible to overcome the existing social apathy and indifference among some employees, to orient their creation and behavior to serve state interests, to maintain constitutional order in the Russian Federation;

in order to increase the moral - psychological stability and reliability of employees of the internal affairs bodies of the Russian Federation, to form among them, on the basis of scientific social - psychological techniques a clear position in assessing the phenomena of the surrounding reality, high moral qualities, a system of socio-historical, humanitarian and legal knowledge, to instill pride in the chosen profession;

psychological and pedagogical influence on employees of internal affairs bodies in order to strictly adhere to the Oath of an employee of internal affairs bodies of the Russian Federation and the Code of Honor of ordinary and commanding personnel of internal affairs bodies of the Russian Federation.

10.3. Public and state training of employees of internal affairs bodies is aimed at improving the operational - official activities internal affairs bodies, strengthening discipline among rank and file and commanding officers.

10.4. Public and state training is organized by the heads of the main departments and departments of the Ministry of Internal Affairs of Russia, ministers of internal affairs, heads of the Main Department of Internal Affairs, Department of Internal Affairs of the constituent entities of the Russian Federation, Department of Internal Affairs, RUBOP, OUMT and Armed Forces, Department of Internal Affairs (OVD) 8 Main Directorate of the Ministry of Internal Affairs of Russia, educational, scientific, research and medical institutions Ministry of Internal Affairs of Russia in work time on the established day of the week and month according to the relevant schemes, calculations and thematic plans (Appendices 8, 9, 10) and are taken into account in the journal (Appendix 11).

10.5. Classes begin in January and educational institutions- simultaneously with the beginning of the school year and continue for 10 months. The academic year ends with final classes and taking tests on the topics studied.

10.6. Social and state training in the central office of the Ministry of Internal Affairs of Russia is carried out:

10.6.1. At special seminars - with the heads (their deputies) of the main directorates and departments, departments of the Ministry of Internal Affairs of Russia.

10.6.2. In training groups of heads of main departments and departments of the Ministry of Internal Affairs of Russia, their structural divisions - with personnel.

10.7. Public and state training in the Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate of the constituent entities of the Russian Federation, Internal Affairs Directorate, RUBOP, OUMT and Armed Forces, Internal Affairs Directorate (OVD) 8 Main Directorate of the Ministry of Internal Affairs of Russia, educational scientific, research and medical institutions of the Ministry of Internal Affairs of Russia is carried out:

10.7.1. At ongoing seminars - with heads of departments, educational, scientific, research and medical institutions of the Ministry of Internal Affairs of Russia and their structural divisions, heads of city district internal affairs agencies.

10.7.2. At training camps in the areas of activity of the units of the Ministry of Internal Affairs, the Main Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entities of the Russian Federation, the Internal Affairs Directorate, the RUBOP, the OUMT and the Armed Forces, the Internal Affairs Directorate (OVD) 8 of the Main Directorate of the Ministry of Internal Affairs of Russia - with middle and senior commanding staff of the city district internal affairs agencies. Such fees are held on the basis training centers, according to the zonal principle, in departments and institutions of internal affairs that have the necessary educational and material base and positive results in their work.

10.7.3. In training groups at the place of duty - with employees of departments of the Ministry of Internal Affairs, the Main Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entities of the Russian Federation, the Internal Affairs Directorate, the Regional Organized Crime Control Department, the OUMT and the Armed Forces, the Internal Affairs Directorate (OVD) 8 of the Main Directorate of the Ministry of Internal Affairs of Russia, with middle and senior command staff of the city district internal affairs agencies, with private and junior command staff.

10.7.4. In training groups of heads of structural units of educational, scientific, research and medical institutions of the Ministry of Internal Affairs of Russia - with employees of these units.

10.8. Study groups are formed of no more than 30 people, taking into account job categories, specialization and length of service in the position held.

10.9. Thematic plans for public and state training are prepared for each year by the Directorate for Work with Personnel of the State Administration and Communist Command of the Ministry of Internal Affairs of Russia, divisions for work with personnel, personnel apparatus of the Ministry of Internal Affairs, the Main Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entities of the Russian Federation, the Internal Affairs Directorate, the Regional Organized Crime Control Department, the OUMT and the Armed Forces, the Internal Affairs Directorate (OVD) 8 Main Directorate of the Ministry of Internal Affairs of Russia, educational, scientific, research and medical institutions of the Ministry of Internal Affairs of Russia, based on the requirements of regulatory legal acts of the Ministry of Internal Affairs of Russia on personnel training, as well as the state of operational, service and production economic activity, level of education and professional competence personnel and tasks to be solved in the academic year.

10.10. The procedure for organizing and conducting classes in accordance with this Manual is established by order of the relevant head, which provides an analysis of studies for the past year, approves a thematic plan for social and state training, determines the days of classes, study groups and their leaders, and persons responsible for maintaining accounting and planning documentation. Every year, the personnel departments organize one- or two-day training and methodological training sessions with this category of persons.

10.11. The schedule of classes for social and state training is drawn up for the quarter in the form according to Appendix 12, taking into account the thematic plan. Its implementation is ensured by:

10.11.1. In the central office of the Ministry of Internal Affairs of Russia:

— at a special seminar — Department for Work with Personnel of the State Administration and Control Committee of the Ministry of Internal Affairs of Russia;

- in the training groups of the heads of the main directorates and departments of the Ministry of Internal Affairs of Russia, their structural divisions - the heads of the main directorates and departments, structural divisions, as well as their personnel departments.

10.11.2. In the Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate of the constituent entities of the Russian Federation, Internal Affairs Directorate, RUBOP, OUMT and Armed Forces, Internal Affairs Directorate (OVD) 8 Main Directorate of the Ministry of Internal Affairs of Russia:

- at ongoing seminars - units for working with personnel, personnel departments;

- at training sessions along service lines - the heads of the relevant services;

- in training groups at the place of duty - the heads of the relevant services and departments of internal affairs.

10.11.3. In educational, scientific, research and medical institutions of the Ministry of Internal Affairs of Russia:

- at permanent seminars - departments of educational work, educational departments (parts) and departments for working with personnel;

- in training groups of heads of structural units - heads of the relevant structural units.

10.12. The main forms of classes are: lectures, conversations, seminars and tests, self-study, discussions, round tables, business games, scientific and practical conferences.

Teaching methods used in the system of public and state training: lecture-seminar or story-conversation, depending on the level of training of students.

10.13. The most trained employees from among the commanding officers are appointed as leaders of groups of social and state training.

10.14. Leaders of classes in social and state training must have a plan - an outline on the topic being studied, and study the recommended literature in advance.

Students who missed classes study the material on their own, after which the class leader conducts an interview with them.

10.15. During the year, the heads of the main departments and directorates (and their structural divisions) of the Ministry of Internal Affairs of Russia, the Ministry of Internal Affairs, the Main Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entities of the Russian Federation, the Internal Affairs Directorate, the RUBOP, OUMT and the Armed Forces, the Internal Affairs Directorate (OVD) of the 8th Main Directorate of the Ministry of Internal Affairs of Russia, educational, scientific research and medical institutions of the Ministry of Internal Affairs of Russia, departments and institutions of internal affairs carry out systematic testing of students’ knowledge during seminars, control classes, and taking tests.

10.16. Employees of the main directorates and departments of the Ministry of Internal Affairs of Russia when traveling to business trips check the state of social and state training of employees of internal affairs bodies and its impact on the results of operational activities, provide assistance in improving this type of training (if there is a corresponding instruction in the official assignment).

10.17. With employees of internal affairs bodies operating as part of combined (mobile) detachments, as well as performing other operational and official tasks in isolation from places of permanent deployment, public and state training is organized and carried out depending on the situation and the nature of the tasks being solved.”

8. In the Criteria for assessing the results of service, combat and physical training of rank and file and command personnel (Appendix 4), in the title, as well as paragraphs 1 and 4, the words “service, combat and physical” should be replaced with the words “social - state, service, combat and physical” .

9. In the Scheme for organizing service and combat training in internal affairs bodies (Appendix 8), add the word “public-state” in the name after the word “organization”.

10. In the Calculation of hours for service, combat and physical training of ordinary and commanding personnel of internal affairs bodies (Appendix 9):

Instructions for filling out the federal statistical observation form

Form N IAP is filled out based on information from the head of the organization (manager) as of October 10 of the reporting year and is provided to the territorial authority Federal service state statistics in the constituent entity of the Russian Federation at the address established by it.

Branches, representative offices and divisions of foreign organizations operating on the territory of the Russian Federation provide a form of federal statistical observation in the manner established for legal entities.

The address part indicates the full name of the reporting organization in accordance with constituent documents, registered in the prescribed manner, and then in brackets - a short name.

1. Approve the attached requirements for vehicles used to carry out urgent actions to protect the life and health of citizens, and special operational service vehicles of the penal system for transporting persons in custody.

The Decree of the President of the Russian Federation defines a list of priority measures aimed at ensuring road safety. Thus, in particular, from February 1, 2007, a ban was introduced on the use of special state registration marks on the territory of the Russian Federation. It was also established that fire department, police, ambulance vehicles medical care, emergency rescue services and military automobile inspection, used to carry out urgent actions to protect the life and health of citizens, are equipped with devices for sending special signals in the presence of special colorographic schemes on the outer surfaces of vehicles.

In this regard, Requirements have been established for emergency services vehicles used to carry out urgent actions to protect the life and health of citizens.

Vehicles of the fire department, police, ambulance, emergency rescue services and military automobile inspection, used to carry out urgent actions to protect the life and health of citizens, must have special colorographic schemes applied to the outer surface, as well as devices for supplying special light and sound signals, equipment necessary to perform the tasks assigned to operational services.

The elements that make up the specified special color schemes are determined, as well as the main colors of the outer surface of emergency services vehicles and the contrasting colors of decorative stripes or panels. Information inscriptions are made in the state language of the Russian Federation.

Federal executive authorities, executive authorities of constituent entities of the Russian Federation and authorities local government Additional identification marks may be installed, as well as rules for their placement on an operational service vehicle.

Devices for supplying special light and sound signals include: device for supplying special light signals (flash beacon); a device for giving special sound signals (with the exception of security alarms).

Flashing beacons are installed on or above the roof of a vehicle. Installation in other locations is not permitted. The special sound signal must have a variable fundamental frequency and sound pressure level in accordance with the requirements of the national standard.

The list of equipment necessary to perform the tasks assigned to operational services and installed on vehicles of operational services is determined by federal executive authorities, executive authorities of constituent entities of the Russian Federation and local governments.

Rules for achieving consensus in the development of national standards of the Russian Federation

1. These Rules for achieving consensus in the development of national standards of the Russian Federation establish the procedure for achieving consensus in the preparation by the technical committee for standardization or the project technical committee for standardization (hereinafter referred to as the technical committee) of a reasoned proposal to approve the national standard of the Russian Federation (hereinafter referred to as the national standard), and also when preparing a reasoned proposal for approval of the national standard of the Russian Federation on the basis of the approved preliminary national standard of the Russian Federation (hereinafter referred to as the preliminary national standard).

2. The chairman of the technical committee, within 7 days from the date of signing the expert opinion, organizes a discussion with members of the technical committee at a meeting of the technical committee of the results of the examination of the draft national standard and the preparation, based on consensus, of a reasoned proposal for the approval of the national standard.

The chairman of the technical committee, within 7 days from the date of signing the expert opinion on the results of monitoring and evaluation of the application of the approved preliminary national standard, organizes the preparation of a reasoned proposal for the approval of the national standard based on the approved preliminary national standard.

By decision of the chairman of the technical committee, a meeting of the technical committee can be held in person or in absentia.

The executive secretary of the technical committee, within 1 day from the date of signing the expert opinion, sends to the members of the technical committee a notice of a meeting of the technical committee, indicating the form of its holding by registered order. by post with notification of delivery and (or) in electronic format through public information and telecommunications networks, including the Internet information and telecommunications network, and (or) through the federal state information system Federal Agency for Technical Regulation and Metrology.

3. A meeting of the technical committee, held both in person and in absentia, is valid if more than 50% of the members of the technical committee took part in it. Members of the technical committee whose decisions were received before the end date of their reception specified in the notice of the meeting of the technical committee are considered to have taken part in the meeting held in the form of absentee voting.

4. Consensus is considered achieved if the chairman of the technical committee establishes the absence of disagreements on the draft national standard and on the approved preliminary national standard, expressed in:

a) oral or written consent of the members of the technical committee with the draft national standard or approved preliminary national standard;

b) the absence of objections from members of the technical committee on the merits of the draft national standard or the approved preliminary national standard;

c) failure to participate in the discussion by members of the technical committee of a draft national standard or an approved preliminary national standard during a meeting of the technical committee.

5. If members of the technical committee have objections to the substance of the draft national standard or the approved preliminary national standard, the chairman of the technical committee will organize a discussion of these objections at a meeting of the technical committee to reach consensus with an invitation to the developer of the draft national standard to participate in the meeting.

6. When consensus is reached, the executive secretary of the technical committee prepares a draft reasoned proposal for the approval of a national standard or a draft reasoned proposal for the approval of a national standard based on the approved preliminary national standard, including information about reaching a consensus, signs it and submits it to the chairman of the technical committee for signing .

A motivated proposal for approval of the national standard signed by the chairman and executive secretary of the technical committee is sent to Federal agency on technical regulation and metrology.

7. If consensus is not reached, the secretary of the technical committee prepares:

a draft reasoned proposal to reject a draft national standard or to approve such a draft as a preliminary national standard, including information about failure to reach consensus, signs it and submits it to the chairman of the technical committee for signing;

draft motivated proposal to cancel the preliminary national standard.

A reasoned proposal to reject a draft national standard or to approve such a project as a preliminary national standard, a reasoned proposal to cancel a preliminary national standard is signed by the chairman and executive secretary of the technical committee, and is also sent to the Federal Agency for Technical Regulation and Metrology.
