There are several thousand duty units operating on the territory of Russia; they protect order and tranquility of local residents. Like representatives of all other professions, employees of the Ministry of Internal Affairs annually celebrate their holiday.

The first police duty station appeared in the eighteenth century. It was a permanent authority where one could get help at any time of the day. In other words, a public office in which they received timely protection of violated rights. In those days, the police duty department was called the department of decency. It was represented by private bailiffs and police teams entrusted to them, assigned to every two hundred or seven hundred households in the city.

The police charter, established on April 8, 1782, announced the powers of a private bailiff, whose duty was to receive petitions, complaints and reports of unrest in his unit. In addition, he had to interrogate witnesses and violators in accordance with Articles 98, 99 and 102. A private bailiff also took criminals into custody and reported all incidents in his unit over the past 24 hours to the Administration. If he left the city for two hours or more, he entrusted the performance of his duties to another bailiff. In addition, he had to live in the unit to which he was assigned. His house had to be open day and night. His home was a refuge for those in danger or in need of something at any hour.

Since the mid-nineteenth century, every district of St. Petersburg had a “move-out house.” It housed city non-commissioned officers, private bailiffs, and provided premises for prisoners.
