This rule applies in accordance with Part 3 of Article 133 of the Labor Code of the Russian Federation. At the same time, the calculation of wages for each hour of work is done on the basis of time recording. The entire amount of time worked, which should not exceed 40 hours per week, is recorded by the boss in accordance with Part 4 of Article 91. If the employer has assigned workers to night hourly shifts, the salary level according to the Law of the Russian Federation is doubled for each hour of work. This type is convenient to install for part-time workers and employees who have a flexible schedule. Since each hour of work is paid at the same rate.

Today, most employers choose this system for their employees, since it allows them to pay only for hours actually worked.

Concept, essence and features

The hourly wage system is one of the varieties of the time-based form of awarding remuneration for work.

It is used when it is difficult to standardize an employee’s work.

When calculating wages, not only the number of hours worked is taken into account, but also the qualifications of the employee. For example, it is used for teachers.

What it is?

There is no legal interpretation of the concept “hourly wage system” in the legislation. In practice, this term refers to a special way of calculating employee salaries.

Hourly wages can be of different types:

  • simple– when the cost of one hour is a fixed amount that does not depend on the result achieved by the employee;
  • with a standardized task– when an employee receives additional payment for completing a task that was assigned to him.

What does it depend on?

The amount of payment will depend on the number of hours actually spent by the employee on performing the job function.

This method is very convenient for part-time workers, as well as persons performing labor function part-time or flexible schedule.

As we have already said, an employer can stimulate an employee by setting special tasks, the completion of which is encouraged by additional payment.

In what cases is it used?

This system is applied in the case where it is provided for in the agreement concluded between the employee and the employer.

Recently, this method has become very popular among entrepreneurs who hire employees. It is suitable for the following workers: teachers, tutors, nannies, bartenders, waiters, cleaners.

Hourly pay is ideal for part-time employees. It is suitable for workers whose workload differs on different working days.

Advantages and disadvantages

Pros of the hourly payment system:

  • for the employer– cost savings when employees receive money only for the time actually worked, the ability to track and monitor the effectiveness of working hours, convenience of settlements with part-time workers;
  • for employees– convenient for employees of certain professions, as it allows them to take into account their uneven workload.

Minuses:

  • for employers– the complexity of financial calculations of wages, the need to strictly control the amount of time worked by employees;
  • for employees– lack of bonuses and bonuses, the possibility of abuse by an unscrupulous employer who will assign unrealistic amounts of work per hour.

How are hourly wages implemented at the enterprise?

To implement hourly wages, it may be necessary to hire a special person who will record the time worked by each employee.

The procedure for using this system can be established in a special local act, which is published by the head of the enterprise and operates within its borders.

An order is also issued, which directly reflects the size of tariff rates for individual species professions.

Conditions of use

This remuneration regime can only be used when it is provided for in the employment contract with a specific employee.

If the enterprise has local documents (regulations, orders) that determine the procedure for using the hourly system, then the employee must be familiar with them against signature.

Is there a minimum size?

There is currently no uniform minimum wage per hour. However, talk about introducing such an indicator is already being actively discussed at the legislative level.

In what documents and how is it reflected?

Before applying the hourly wage system, it is necessary to record this rule in the following documents:

  • employment agreement;
  • staffing table;
  • order.

Also, within the organization, a special document can be developed that establishes the procedure for calculating the amount of remuneration.

In the employment agreement, the conditions for the use of such a system can be stated in free form.

The enterprise may issue a separate order on the hourly wage system. In the staffing table, a reservation is made in the column “with the tariff rate (salary), etc.”

Employment contract

How to formalize hourly payment in the contract? It must indicate the use of hourly wages and the size of the tariff rate.

If a regional coefficient is used in the region, this should be indicated. It is not necessary to indicate the number of hours that the employee will have to work, as well as the length of the working week.

According to Labor Code RF 2019 its maximum is 40 hours. This standard applies to all employees.

An example of such an agreement:

Regulations on remuneration

The regulations on remuneration act as a local document, which is developed within one enterprise and applies to all its employees.

All employees must be familiar with this document, only then is it valid.

The regulations describe in detail the procedure for calculating the duration of the period worked, calculating wages, and bonuses.

Staffing table

The staffing table is a document that operates within one enterprise. It reflects information on the structure, number and composition of employees.

The staffing table has a certain form N T-3.

It is necessary to indicate the use of hourly wages in the column “With tariff rate (salary), etc.”

Pay attention to the indication “ex.” It is this that allows us to include here the “hourly rate _____ rub/hour”. It is permissible to make a note in the note: “Time-based wage system.”

In the column that determines the total wages, you need to write the number that is obtained by multiplying the hourly rate by the number of hours the employee works on average per day.

Order

The employment order may also indicate the use of hourly wages.

In this case, he needs to supplement this document with the column “at an hourly rate of ______ rubles/hour.”

Based on what documents is it calculated?

Remuneration is carried out on the basis of a time sheet or other document that is used to record the time actually worked by the employee.

An order or employment contract is also used, in which the tariff rate is written.

The procedure for transferring to hourly wages and its introduction

Transfer to hourly pay is possible only with the consent of the employee.

In such a situation, an additional agreement is concluded to employment contract. It is signed by both the employee and the employer. Also, the employee must be familiar with local acts that regulate new order salary calculations.

Calculation

The calculation is made taking into account the time worked, which is multiplied by the tariff rate. Special counting methods may be established by local regulations.

For example, this could be a complex bonus system depending on the results achieved and the overall performance of a particular employee.

Formulas

The specific calculation formula will be approved in a local act adopted by the enterprise.

For example, it might look like this:

wages = Tch*Wh, where

  • Tch – tariff established for a specific employee;
  • HF – actual time worked.

Examples

Here's an example of a calculation:

Ivanova A.P. works as a waitress. According to the employment contract, the tariff rate for her is 85 rubles/hour. In June, she actually worked 160 hours.

Therefore, her salary will be: 160 * 85 = 13,600 rubles.

How to calculate vacation pay?

Vacation pay is calculated according to general principle- based on average monthly earnings.

Nuances

Special points are related to the payment procedure, non-working holidays etc. These issues are regulated by the norms of the current Labor Code of the Russian Federation.

You need to know that the decision of some issues remains at the discretion of the parties to the employment agreement. Such nuances are prescribed in the employment contract and local regulations.

That is why the employee must carefully read all the documentation that will be presented to him.

In a budget institution

Many citizens who want to use the services of hired employees or, conversely, themselves act as applicants in the labor market, try to make inquiries and find out how much it costs for 1 hour of work for a nanny, programmer, teacher, caregiver, salesperson, etc. Today we’ll tell you how to quickly calculate approximate cost hours of work and present the rating of hourly wages for individual professions.

At the second stage it was useful to us production calendar for 2018, where you can see statistics on the number of working days and hours. This year we will have 247 working days. If you multiply each day by 8 hours, you get 1976 working hours in a year. True, before certain holidays the working day in Russia is shortened by one hour, so the total length of the year is 1970 working hours.

We are approaching the finish line. We multiply the average salary for the chosen profession by 12 months to get the annual income. We divide the resulting figure by 1970 hours. This is how we get the final result. Citizens can always use this method to calculate how much an hour of work costs for a nanny, programmer or employee of any other specialty.

How much does an hour of work cost?

ProfessionAverage salary, rubCost of 1 hour of work, rub
1C programmer77 500 472
Welder59 704 363
Carpenter58 969 359
Electrician58 275 354

Cook41 379 252
Security guard39 616 241
Cleaning woman31 258 190
Nurse30 000 182

It should be noted that the obtained figures are a guideline for working with a person who works for himself. If you decide to find a programmer, teacher or nanny for an hourly job, whom the company rents out, so to speak, then the rate for the services will be many times higher. Most of the funds will have to be given to the company.

Also, the cost of an hour of work may vary in one direction or another depending on work experience, length of service, number of recommendations, etc.

How much does an hour of work cost in Moscow and cities around the world?
According to Rosstat, in November 2017, the average nominal accrued salary in Moscow was 70,993 rubles. If you calculate your annual income and then divide it by the total number of working hours, it turns out that an hour of work in Moscow today costs about 432 rubles.

Let's compare these numbers with those in New York. According to the Bureau labor statistics USA, in the second quarter of 2017, the average weekly salary in New York was $1,907. If we take a work week of 40 hours, it turns out that in New York an hour of work costs an average of $47. At the current exchange rate, this is about 2,700 rubles, that is, 6 times more than in Moscow.

How much does an hour of work cost in Russia and other countries of the world?
And again, Rosstat data comes to the rescue. In November 2017, the average accrued salary in the country was 38,848 rubles. Using the above method, it can be calculated that the average cost of an hour of work in the country is 236 rubles.

This week, the A Just Russia faction introduced a bill to the State Duma to introduce hourly wages in the country. According to the CP proposal, the minimum cost of an hour of work should be 100 rubles. Let's compare this figure with the minimum hourly wage in those countries where it already exists.

In China, there is no single national minimum wage rate. The minimum hourly wage is set depending on the province and economic zone. The most modest figure is in the northeastern province of Heilongjiang on the border with Russia (8 yuan). And, for example, in Shanghai it is more than twice as high and reaches 18 yuan.

IN THE USA minimum size hourly wages were first legislated in the 1910s in 13 states. At the national level, such a law was adopted in 1938. Currently, the hourly wage is $7.25, although 29 states have a higher rate.

The average hourly minimum wage in Japan is 780 yen (475 rubles) per hour. However, in some prefectures it drops below 700 yen, and in Tokyo it reaches 900 yen. This year the average is expected to rise another 3 percent.

In Brazil, the minimum hourly wage was established in the 1930s by President Getúlio Vargas. Each state of the country can introduce its own minimum wage, but it cannot be less than the federal one.

It is curious that in Germany, where the traditions of social democracy have 150-year-old roots, the hourly minimum wage appeared only in 2014. But it immediately became one of the largest in the world.

Colombia has an extremely low minimum wage, which generally corresponds to its position as a fairly poor country, largely dependent on the agricultural sector, where workers generally earn little.

The figure indicated in the photo will be out of date in two weeks. From April 1, Britons will receive a minimum of £7.2 per hour. This increase will be one of the most significant in history.

Australia is the world leader in minimum hourly wages. Which is not surprising, considering exclusively high level life on the continent. However, manufacturers have recently complained that the collapse in world commodity prices has caused significant damage to the Australian economy.

Over the past 20 years, the minimum hourly wage in Israel has doubled. However, in real terms the growth is not so significant due to relatively high inflation during this period.

France also has a very high level of social security for workers. In terms of minimum wage, the country is only slightly inferior to Australia. But citizens under 18 years of age can only count on 80 percent of the declared 9.6 euros.

Minimum wage indicators in Poland are among the lowest in the European Union. However, prices in this country are significantly lower than the European average.

South Korea, despite the enormous economic successes over the past 40-50 years, nevertheless remains a country with a modest social security(when compared with leading developed countries). The minimum wage in Korea is almost half that of European countries.

Taiwan is a lot like South Korea- with the only difference that the economic breakthrough in the country began a couple of decades later. Therefore, the Taiwanese still lag behind the advanced "Asian Tigers" in social standards. But the minimum wage there is 2.5 times higher than in mainland China.

The law prohibits paying employees wages below the established minimum wage level. For failure to comply with this norm, liability is provided in accordance with Art. 5.27 Code of Administrative Offenses of the Russian Federation.

In 2018, there was already an increase in the minimum wage to 11,163 rubles. From January 1, 2019, the minimum wage will be 100% of the subsistence level - 11,280 rubles. Accordingly, it is necessary and systematically to index the cost of an hour of work for hourly employees.

It is worth paying attention to the fact that the minimum wage may vary depending on the region. This is due not only to the use of regional coefficients for the northern regions and territories equivalent to them, but also to the presence of a triple agreement in the region.

To calculate the cost per hour, you need to calculate the maximum number of working hours per month at 40 hours. working week. And then divide the minimum wage by the number of hours.

The maximum number of hours that can be in a month is 184.

The minimum wage per hour of work in the Russian Federation from January 1, 2019 is 11,280/184 = 61.3 rubles. This figure is relevant for August and October. In other months, when there are fewer normal working hours, the hourly rate is higher.

Hourly wages are a system that is convenient to use for employee personnel:

  • part-time;
  • in flexible working hours;
  • at the same time;
  • in the mode of uneven distribution of work tasks in the billing period;
  • with the inability to accurately standardize their work

Salary calculation for hourly pay

As we wrote above, the minimum hourly rate depends on the minimum wage. Recently, this figure has been constantly changing, so it is worth setting the rate a little higher in order to avoid breaking the law and constantly issuing additional agreements to employment contracts. Wage for hourly work, it is calculated by multiplying the number of hours worked by the tariff rate.

A part-time accountant worked 67 hours in April. The hourly tariff rate is 235 rubles. Wages for April amounted to 67 * 235 = 15,745 rubles.

How to apply

If this system is already in place at the employer when employing a new employee, then the necessary condition is simply stated in the employment contract and the hiring order.
