The CrimeRussia found out why the Ministry of Internal Affairs often rewards operatives and patrol officers who risk their lives with amounts that are incomparably smaller compared to the bonuses of their colleagues in the offices of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation in Moscow.

The issue of bonuses by November 10 worries employees law enforcement from different regions of Russia. There were also scandals - in 2012, for example, it turned out that Rostov police officers received bonuses three times smaller than their Krasnodar colleagues (18 and 52 thousand rubles, respectively). Therefore, every year, starting from the end of October, a lively exchange of information about who, when and how much begins on professional forums and in police communities on social networks. However, this year there are more than usual.

It all started with the fact that the Mash Telegram channel published a post listing bonuses in the amount of 300 to 400 thousand rubles for Police Day to several senior employees of the Main Directorate of the Ministry of Internal Affairs in Moscow. The first on the list of names with a 300 thousand ruble bonus was a certain “secretary of the head of the Moscow police Olga Lyukova.” Whether reality was distorted intentionally or not, the play on stereotypes was a success, which naturally caused a strong reaction from Internet users, and later from the police union.

In fact, the amount, considerable even for a leader in general’s uniform, was received not by the mythical “secretary”, but by the assistant to the head of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for Moscow, Lieutenant Colonel of the Internal Service Olga Nikolaevna Dyukova, who was appointed to this position less than a year ago. According to the Petrovka 38 newspaper, Dyukova previously held various positions in the Office of Records Management and Regime of the Main Directorate of the Ministry of Internal Affairs of Russia (UDiR MVD RF). By the way, the second assistant to the head of the capital's main directorate of the Ministry of Internal Affairs, Colonel of the Internal Service Timofey Vitalievich Yudin received exactly the same award. Dyukova's position does not fundamentally change the essence of the matter - but it attracted public attention to the problem. After all, the size of the bonus for employees of the Ministry of Internal Affairs and others security forces in the regions it is several orders of magnitude lower than in the capital, even among those with higher ranks. And even then, judging by data from police forums, the bonus will not be given to all regions.

Meanwhile, as The CrimeRussia found out, 300 thousand rubles is not the largest amount of bonuses for Moscow police officers in order No. 3457 of the head of the Main Directorate of the Ministry of Internal Affairs for Moscow Oleg Baranov dated October 31, 2017.

It lists on five pages the heads of the Main Directorate of the Ministry of Internal Affairs for Moscow, who were lucky enough to celebrate their professional holiday this year on a grand scale with taxpayers' money.

The highest awards in the Moscow headquarters were given to the deputy head of the capital department of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation, Lieutenant General of the Internal Service, Andrei Ponorets, and the head of the Main Directorate of the Ministry of Internal Affairs for Moscow, Major General of Justice Natalya Agafyeva. Their immediate supervisor awarded them 400 thousand rubles.

An impressive figure, in general, is justified - the deputies of the chief of the main headquarters actually exercise operational control of the Moscow structures of the Ministry of Internal Affairs, the number of which is comparable to the personnel of three army corps.

And the head of the Main Directorate of the Ministry of Internal Affairs for Moscow himself, say capital operatives, was not left without the encouragement of his leadership. If the logic of the Moscow police leadership in awarding monetary incentives to the heads of departments is generally clear, the recipients of bonuses in the amount of 300 and 200 thousand in the same order caused indignation among some ordinary employees, and a bitter smile among others.

The majority of recipients in this category are heads of auxiliary units of the Main Directorate of the Ministry of Internal Affairs, but are located in close proximity to the “distribution point”.

Restrictive measures were taken “until further notice” in order to “strengthen control over the use of appropriations allocated for allowances and wages.”

In the order of General Baranov, the reason for the award appears - “for the successful and conscientious fulfillment of their official duties and complex and important tasks and in connection with the celebration of Internal Affairs Officer Day.”

Why police salary increases in 2016 were called into question

At the same time, the Government and the Central Bank themselves are confident that this figure shows as accurately as possible what events are taking place in the country today. In general, if an increase does take place, it will be no more than 6%, which, translated into money, indicates an increase of a maximum of a couple of thousand rubles.

An increase in police salaries in Russia, the latest news on which has long been long-awaited for many workers, is bound to take place in the near future. Otherwise, the gap between the income and expenses of law enforcement officers will be quite a serious figure.

We will not say that these people are treated with special love, but it is their help and protection that we hope for in difficult moments, when our lives and safety are threatened by offenders. How are police officers paid for their hard work? Is the risk to health and life and the restless atmosphere of their duty taken into account?

First of all, it is worth noting that the salary of Russian law enforcement officers depends not only on their position, but also on their rank and how many years of service they have behind them.

It had a negative impact on the financial situation of police officers: there is now no “thirteenth” salary, compensatory bonuses for kindergartens, and the amount of annual financial assistance has become smaller.

  • 1.Salary depending on position. In 2014, for example, an investigator, inspector, and expert have a salary of approximately 16 and a half thousand rubles. This does not take into account the length of service in the police.
  • 2.Salary for rank. A junior lieutenant receives 9 and a half thousand rubles, a lieutenant - 10 thousand, and so on, ascending: the higher the rank, the higher the salary.
  • 3. Bonus for length of service. If service in the police ranged from three to 25 years, the policeman is awarded a salary increase based on his position and rank from five to forty percent.

There are other allowances:

  • for work with secret documents (for operational workers it is quite substantial, for district inspectors it is insignificant),
  • for particularly complex and intense activities,
  • and material aid, various awards.
  • There is also a 10 percent Moscow salary increase.

As a result, the minimum salary of a police officer in the capital until recently was approximately 40 thousand rubles.

Federal and Moscow allowances

Of course, 40 thousand is not much, like Moscow. However, a few months ago, the capital’s law enforcement officers increased the amount of salary bonuses for special conditions services and risk. For example, Moscow police officers who work irregular hours, in an atmosphere of social tension, and have access to classified information, now have an additional payment of up to 35 percent; police officers serving in the situation increased danger- up to 60 percent. All this concerns, first of all, department employees own safety, criminal investigation, private security, economic security, OMON,.center "E". But dog handlers receive only a 20 percent increase.
All these pleasant changes are of a federal nature. But Muscovites received an additional 35 percent salary increase.

In fact, they are not much different from Moscow. Recently, the press published a list of the highest salaries of law enforcement officers in some regional centers. So, in Irkutsk the record figure is 51,250 rubles. Six thousand less - in Krasnodar, Ivanovo, Penza, Saransk, Voronezh, Cheboksary, Kursk, Belgorod. .

If a police officer has been working for over 15 years, then he has the opportunity to receive about 42 thousand rubles. Heads of departments have a salary of 100 thousand rubles. These amounts are paid to employees for one month of work.

If we talk about the regional coefficient, then in the capital (35% coefficient) the salary is 52 thousand rubles, in Northern Palmyra it is 40 thousand rubles, and in Irkutsk it reaches 55 thousand rubles.

Such amounts cannot be called deserved, because the usual salary of ordinary workers is 32 thousand rubles, but such work does not involve any risk, night work and other aspects that complicate the life of a policeman.

Moreover, the reforms took away bonuses and benefits for free travel on public transport from police officers.

Moreover, they are promised to retain all additional payments and benefits. But, despite this, some experts argue that such an increase in wages is more than possible if the composition of police officers is optimized, which will reduce their number.

It is also important that the Ministry of Internal Affairs has introduced new standards for the certification of police officers: the attitude towards the performance of their duties and achievements will influence the size of the employee’s salary.

The reforms carried out led to more demanding control over police officers:

  • police officers who fail certification are fired;
  • additional payments, which were previously accrued to all employees for difficult working conditions, will now be paid only by decision of the management of the employees of their department;
  • absence of an employee from the workplace for more than 4 hours without good reason– deprivation of a bonus, and possibly part of the salary.

But there are also positive aspects of the reform for employees:

  • up to 10 additional days of vacation;
  • free provision medical care even if surgical intervention is required;
  • waiting list for free housing;
  • vouchers to sanatoriums for the employee and his family members.

If we still talk about increasing wages in 2018, then it will be able to cover inflation. The bill so far contains information about a salary increase of 7%, and the total salary will increase by 5.5%. Plan to review compensation payments employees who were injured at work, as well as department retirees, and increase them by 5.5%.

It is also planned to improve the working conditions of police officers: buy new equipment, pay for advanced training courses for police officers.
