The first filter for applicants for the minister's position is already behind them. Potential officials provided information and documents showing the level of professional training: diplomas of education, certificates of advanced training courses attended, trainings completed and other various “crusts”. In addition, the individual characteristics of each candidate were separately assessed through psychological tests and a polygraph test. According to Mikhail Rossashansky, all candidates (at that time there were 6 of them) passed the first stage smoothly. However, having passed the first and second filters and, having barely entered the third, one of those wishing to take the ministerial chair, Nazir Shamsutdinov, refused to further fight.

The latter explained his decision by an unexpected complication of the competition procedure.
