Changes in the structure and staff of the equipment procurement department are developed by the head of the department, based on the conditions and characteristics of the organization’s activities, and are agreed upon with the immediate supervisor, as well as with the labor organization department and wages, HR department, legal department in the relevant areas of activity of these structural divisions and are approved by order of the head of the organization.

2. Main tasks

The main tasks of the equipment procurement department are:

2.1. Meeting the organization's needs for equipment, components, instruments and equipment.

2.2. Monitoring the movement of equipment.

2.3. Rational organization and warehouse management.

3. Functions

In accordance with the main tasks, the equipment procurement department is assigned the following functions:

3.1. Providing equipment and components for capital construction and repair and maintenance needs of the organization.

3.2. Determining the needs of organizational units for equipment and components to fulfill production plans for capital construction, reconstruction, and introduction of new equipment.

3.3. Drawing up requests for the supply of equipment, materials, building structures and fittings with the necessary calculations and justifications.

3.4. Participation in concluding contracts with suppliers, agreeing on terms and conditions of deliveries.

3.5. Preparation of specifications and registration of protocols of disagreements, studying the possibility and feasibility of establishing direct long-term economic relations for the supply of equipment and components.

3.6. Placement of orders for the manufacture of non-standard equipment and participation in the coordination of technical conditions for their implementation.

3.7. Acceptance of equipment and components in terms of quantity, quality and within the time limits stipulated by contracts.

3.8. Transfer of equipment to construction and installation organizations and divisions of the organization for installation and operation within the time limits provided for by the special conditions of the contract.

3.9. Organization of equipment transportation to construction sites.

3.10. Monitoring the timely execution of technical protocols for equipment and the correct payment of bills.

3.11. Preparation of opinions on claims and documents for presenting claims to suppliers related to their failure to fulfill contractual obligations.

3.12. Monitoring compliance with inventory standards for equipment and components.

3.13. Identification of uninstalled, unused equipment, analysis of the possibility of its use in the production process, sale of redundant and obsolete equipment.

3.14. Organization of warehouse operations.

3.15. Supervision of the technical condition of warehouses and loading and unloading facilities.

3.16. Monitoring the storage conditions of equipment and components, the correctness of their conservation and ensuring safety.

3.17. Maintaining records of the availability and movement of equipment and components, conducting inventories of material assets on time, drawing up the necessary reports.

4.1. The equipment procurement department, within its competence, has the right to:

4.1.1. Represent the organization in other organizations in accordance with the established procedure on issues related to production activities equipment supply department.

4.1.2. Demand and receive from the organization's divisions the information and documents necessary to carry out the work within the competence of the equipment procurement department.

4.1.3. Conduct independent correspondence with other organizations on issues that fall within the competence of the equipment procurement department and do not require approval from the head of the organization, in the prescribed manner.

4.2. The head of the equipment procurement department has the right*:

4.2.1. Get acquainted with draft decisions of the organization’s management concerning the activities of the equipment procurement department.

4.2.2. Submit proposals for improvement of work related to the responsibilities provided for by these regulations for consideration by the organization’s management.

4.2.3. Within your competence, inform your immediate supervisor about all shortcomings in the activities of the organization (structural unit, individual employees) identified in the performance of their official duties, and make proposals for their elimination.

4.2.4. Involve specialists from the structural divisions of the organization in the performance of their assigned duties in cases where this is provided for by the regulations on structural divisions, otherwise - with the permission of the head of the organization.

4.2.5. Request personally or on behalf of the immediate supervisor from heads of structural divisions, specialists, information and documents necessary for the performance of their official duties.

4.2.6. Sign and endorse documents within your competence.

4.2.7. Submit for consideration by the head of the organization proposals on the appointment, relocation, dismissal of employees of the equipment acquisition department, proposals for their encouragement or the imposition of penalties on them.

4.2.8. Require the management of the organization to provide assistance in the performance of their official duties and the exercise of rights.

5. Relationships. Connections

The equipment procurement department interacts with the following structural divisions of the organization:

With the departments of the chief power engineer, chief mechanic, tool shop:

receives: requests for equipment (electrical equipment);

represents: orders for the production of technological and non-standard equipment for capital construction; schedules for installation and commissioning of new equipment;

With the chief designer's department:

receives: documentation for non-standard equipment;

submits: orders, instructions and schedules for the installation and commissioning of new equipment, approved applications for components, devices, equipment;

With structural divisions:

receives: design and estimate documentation placement of equipment in workshops; design and technical documentation and specifications for technical re-equipment of the organization;

submits: approved applications for equipment; certificates of equipment delivery for installation;

With the capital construction department:

receives: certificates on the volume of capital investments for the purchase of equipment for the planned year; paid bills for equipment; invoices for payment of received equipment for control and approval;

presents: a schedule for the receipt of equipment in the planned year; a certificate of standard stocks of equipment located in the warehouse; acts of acceptance of received equipment to department warehouses, indicating the facility and structural unit at whose request the equipment was purchased; inventory records of the availability of equipment in the warehouse;

With the logistics department:

receives: information about the status of the customer’s supplies with materials;

submits: requests for materials supplied by the customer;

With accounting:

receives: equipment certificates at the beginning of each month;

represents: acts of receipt of equipment; commissioning certificates.

6.1. The head of the equipment procurement department is responsible for:

Failure to perform (improper performance) of one’s official duties;

Failure to comply with internal labor regulations, rules and regulations of labor protection and fire safety;

Incorrect use and incomplete use of granted rights;

Poor performance of duties by employees subordinate to him;

Low performance and labor discipline of employees subordinate to him;

Causing material damage to the organization - in accordance with current legislation.

6.2. The responsibilities of other employees of the equipment procurement department are established by their job descriptions.

Head of the procurement department

I. General provisions

1. The head of the procurement department belongs to the category of managers.

2. A person with a higher professional (technical or engineering-economic or engineering-economic) education and work experience in the specialty in engineering, technical and managerial positions of at least 5 years is appointed to the position of head of the procurement department.

3. Appointment to the position of head of the procurement department and dismissal from it is made by order General Director enterprises on the recommendation of the Director for Capital Construction.

4. The head of the procurement department must know:

4.1. Regulatory and methodological materials on logistics of the enterprise.

4.2. Prospects for technical development of the enterprise.

4.3. Organization of logistics, capital construction and repair and maintenance needs of the enterprise.

4.4. The range of equipment and components required by the enterprise.

4.5. Specifications, design features of equipment and components.

4.6. The procedure for justifying needs and drawing up requests for equipment and components, concluding agreements with suppliers.

4.7. Basics of production technology; organization of warehousing.

4.8. Inventory standards for equipment and components, conditions for their storage.

4.9. The procedure for maintaining records of supply and warehouse operations, drawing up established reports.

5. The Head of the Procurement Department reports directly to the Director for Capital Construction.

6. During the absence of the head of the procurement department (vacation, illness, etc.), his duties are performed by a deputy (in his absence, a person appointed in the prescribed manner), who acquires the corresponding rights and is responsible for the proper performance of the duties assigned to him.

II. Job responsibilities

Head of procurement department:

1. Organizes the provision of equipment and components for the implementation of production plans for capital construction, reconstruction, and introduction of new equipment.

3. Participates in concluding contracts with suppliers, agreeing on the terms and conditions of deliveries, prepares specifications and draws up protocols of disagreements, studies the possibility and feasibility of establishing direct long-term economic relations for the supply of equipment and components.

4. Organizes the placement of orders for the manufacture of non-standard equipment and, together with design organizations, participates in the coordination of technical conditions for their implementation.

5. Ensures the organization of acceptance of equipment and components in terms of quantity and quality within the time limits stipulated by contracts, and their storage.

2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of the Russian Federation.

3. For causing material damage - within the limits determined by the current labor and civil legislation of the Russian Federation.
