2. Qualification characteristics of positions for workers in culture, art and cinematography (hereinafter referred to as qualification characteristics) are intended to resolve issues related to the regulation of labor relations, ensuring an effective personnel management system for cultural, art and cinematography organizations, regardless of their organizational, legal forms and forms of ownership.

Qualification characteristics are designed to contribute to the correct selection and placement of personnel, improving their business qualifications, rational division of labor, creating an effective mechanism for delineating functions, powers and responsibilities between employees, as well as establishing uniform approaches to determining their job responsibilities and the qualification requirements for them.

3. The EKS section includes the qualification characteristics of positions of employees employed in performing arts organizations (theatres, music and dance groups, concert organizations, concert halls, circuses), museums, zoos and other museum-type organizations, film funds, libraries, cultural and leisure organizations ( palaces and houses of culture, centers (houses) folk art, cultural and recreation parks, leisure centers, cinemas and other similar organizations).

4. Qualification characteristics contain job responsibilities, a list necessary knowledge to carry them out and qualification requirements for three categories of employees - managers, specialists and other employees (technical performers) in accordance with the accepted classification.

Qualification characteristics can be used in organizations of culture, art, cinematography as a normative document of direct action or serve as the basis for the development of job descriptions that specify the job responsibilities of each employee, taking into account the peculiarities of the organization of the production and creative process and the management system. 5. The qualification characteristics of each position have three sections: “Job responsibilities”, “Must know” and “Qualification requirements”.

10. Job responsibilities.
