But I know for sure that particularly distinguished employees of the Ministry of Internal Affairs will receive not only a bonus, but also congratulations from the President of the Russian Federation himself, V.V. There will be no bonus because the Federal Drug Control Service and the Federal Migration Service have been abolished. And what was left of the Federal Drug Control Service and the Federal Migration Service was annexed to the Ministry of Internal Affairs. Accordingly, once the services were abolished, their budget was taken over by the state. In the Ministry of Internal Affairs, the budget was not allocated for new employees (previously working in the Federal Drug Control Service and the Federal Migration Service). So now the Ministry of Internal Affairs is trying to get out as best it can, there is no time for bonuses here.
So there will be no bonus not because of the unstable situation in the country, as almost everyone answered, but precisely because of this specific situation, the abolished services, the remnants of which went to the Ministry of Internal Affairs without any budget.
It’s a pity, of course, for such work, when people risk their lives and work almost around the clock, practically without seeing their families and risking their lives, they need to be paid decently and encouraged in every possible way.
On November 10, Russia celebrates Internal Affairs Officer Day, or, more simply, Police Day. This 2016, it looks like law enforcement agencies will be left without bonuses for the holiday. The unstable economic situation in the country is to blame.
However, there is good news, they concern, albeit insignificant, but still an increase in wages for internal affairs employees:
In 2015, police officers did not receive bonuses for the first time.

But there is no money, and you can’t argue with this fact. One of my acquaintances in the accounting department found out and was told that bonuses would not be paid either by district or by department.
No bonus is expected on Police Day. In general, it was spelled out in the 2016 budget. But then the news came out that there was no money, and therefore no bonuses. Police representatives themselves have been complaining that for several years now they have been deprived of bonuses due to difficulties in the state.
On the one hand, there will be no official bonus. Of course, it was planned in the budget, but since there is little money in the country now, it will not happen. But accounting departments in some regions came up with such a move. They called all the police and asked them to write a report for financial assistance. So there will be a small increase on payday.
The Police Day 2016 bonus must be paid and funds have been reserved. But since the situation in the country is extremely difficult, there is a high chance that employees will not receive it - they will cut it. But the bosses will be encouraged; usually such top brass are not skimmed off and are paid in full.
Ordinary police officers have not received the November 10 bonus for several years in a row. They don’t expect her, if they give her away, good. But there is no calculation for it.
The Ministry of Internal Affairs is one of the main and largest structures in the country, which also includes the police.
The official website of the Ministry of Internal Affairs contains information that the budget for 2016 has been formulated, so all required bonuses will be paid, however, the Minister of Internal Affairs stated that all bonuses have been canceled due to the difficult economic situation in the country, so I think if they are given, it will only be to high authorities .
One of my friends, a police officer, said that he received his last bonus in 2012, so he doesn’t expect it tomorrow either, judging by his words, there is no money even for the salaries of the employees.

The President of the Russian Federation claims that already in January 2018, the salary of police officers will almost double. The Ministry of Finance of the Russian Federation also confirms this information, but no one can say exactly how much the salary will increase.
Recently, several reforms of security forces have been adopted in Russia. - additional pay for length of service;
- remuneration, bonus for a received state award.
New Year's bonus for police officers for 2018: current salary of a police officer
With the current salary of a police officer, this profession is not considered prestigious. Maybe because of this reward for hard work, some of them stop doing it conscientiously.
Ordinary police officers who work for no more than 5 years receive on average about 25 thousand rubles, and officers - approximately 36 thousand rubles. If a police officer has been working for over 15 years, then he has the opportunity to receive about 42 thousand rubles. Heads of departments have a salary of 100 thousand rubles. These amounts are paid to employees for one month of work.
If we talk about the regional coefficient, then in the capital (35% coefficient) the salary is 52 thousand rubles, in Northern Palmyra it is 40 thousand rubles, and in Irkutsk it reaches 55 thousand rubles.
Such amounts cannot be called deserved, because the usual salary of ordinary workers is 32 thousand rubles, but such work does not involve any risk, night work and other aspects that complicate the life of a policeman.
Moreover, the reforms took away bonuses and benefits for free travel on public transport from police officers.
New Year's bonus for police officers for 2018: salary for 2018 for police officers
If the orders of the President of the Russian Federation are true and are carried out, then in 2018 police officers will receive salaries increased by 150% of the amount they received in 2012. Moreover, they are promised to retain all additional payments and benefits. Many believe that due to the economic situation in the country, such a situation is more than unrealistic for implementation. But, despite this, some experts argue that such an increase in wages is more than possible if the composition of police officers is optimized, which will reduce their number.
It is also important that the Ministry of Internal Affairs has introduced new standards for the certification of police officers: the attitude towards the performance of their duties and achievements will influence the size of the employee’s salary.
The reforms carried out led to more demanding control over police officers:
- police officers who fail certification are fired;
- additional payments, which were previously accrued to all employees for difficult working conditions, will now be paid only by decision of the management of the employees of their department;
- An employee’s absence from the workplace for more than 4 hours without a valid reason means deprivation of a bonus, and possibly part of the salary.
But there are also positive aspects of the reform for employees:
- up to 10 additional days of vacation;
- free medical care even if surgical intervention is required;
- waiting list for free housing;
- vouchers to sanatoriums for the employee and his family members.
If we still talk about increasing wages in 2018, then it will be able to cover inflation. The bill so far contains information about a salary increase of 7%, and the total salary will increase by 5.5%. They plan to review compensation payments to employees who were injured at work, as well as to department retirees, and increase them by 5.5%.
It is also planned to improve the working conditions of police officers: buy new equipment, pay for advanced training courses for police officers.
Due to the economic crisis in the country, the inflation rate is high, and fluctuations in the currency market are forcing Russian citizens to think about whether they should expect an increase in their allowance next year.
Discussions about increasing wages do not stop; special attention is paid to the area of budgetary activities, where wages are paid from the state budget.
The country's budget currently has a large deficit of funds that cannot be covered. This is the reason that there are not enough funds to raise wages in the promised volume.
Today, there is an urgent issue of raising benefits for employees of the Ministry of Internal Affairs, the Ministry of Emergency Situations and the Federal Penitentiary Service, that is, those who ensure security within the country.
The formation of salaries of public sector employees consists of the following factors:
- salary;
- length of service;
- experience;
- rank;
- bonuses and compensation.
Based on this, management and senior employees receive significantly more salaries than ordinary employees.
The state program to optimize the state structure of the Ministry of Internal Affairs developed special conditions for increasing police salaries, and also took into account all factors influencing the level and growth of salaries.
This should help optimize the work of the state structure of the Ministry of Internal Affairs and popularize and make the work of a police officer more prestigious in Russian society.
Police officers are employees directly from the public sector, which are subject to the new program of the Russian government to increase salaries for public sector employees.
The completion date of this program is expected in 2018; this program came into effect five years ago. And during all this time of operation of this program, the salaries of police officers have increased significantly. Thus, police salaries over all these five years were increased by 15%.

They wanted to increase police salaries back in 2016. However, unfortunately, the country’s economy has greatly “sagged” and problems are still observed in it to this day. And the workers themselves have already accepted that they will not see any serious wage increases.
Possible indexation is not carried out based on the lack of financial capabilities of the Russian budget. It was possible to increase the salaries of employees of the Ministry of Internal Affairs by only 6.6%. It is worth noting that this increase will not in any way affect the financial well-being of DVA employees.
In addition, they plan to introduce a bonus program for employees of the Ministry of Internal Affairs: increased leave, free treatment in clinics, free heavy medical interventions.
The indexation of wages of workers in the Ministry of Internal Affairs was last carried out in September 2015. More than 81% is planned for payments of cash benefits, wages and the like in 2016. And the indexation itself will take place by only 6.6%. Every year, approximately 1.6 billion Russian rubles are given out to compensate families and parents of police officers.
To ensure a stable state of the economy, the President of the country signed a law freezing the indexation of wages for employees of the Presidential Administration until the beginning of 2016.
In 2015, the salary of employees of the Ministry of Internal Affairs was about 14,000 rubles, in 2016 - a little more than 16,000. On average, the salary of employees in this field of activity varied from 17 to 81 thousand Russian rubles.
After the presidential decrees came into force, the salaries of employees of the Ministry of Internal Affairs increased 4 times. However, a crisis hit Russia, and the increase had to be stopped indefinitely.
The salary of police officers is a composite concept. The remuneration of employees of the Ministry of Internal Affairs is very significantly influenced by bonuses for special merits, performance of specific operational actions and honorary titles.
Thus, only the bonus for high-quality performance of work amounted to 10 - 40% of the basic salary. The regional figure is 20%. For performing work at risk to life or health - 100%. Snipers are provided with additional payments in the amount of 50% of the fixed salary, and encryption work is paid up to 30% of the salary.
After an employee of the Ministry of Internal Affairs has worked for 2 years, he is provided with a first salary increase of 10%, after five years - by 15%, and after 10 years - by 20%. Employees who have dedicated their 25 years to work can count on an addition to their basic salary of 40%.
Based on this, the income of police officers will depend only on personal qualities and the desire to work. A police officer's income is subject to indexation every year. Bonuses are awarded to employees for a long period of service, work in more difficult conditions, rank and other merits.
If you study the salary of an employee of the Ministry of Internal Affairs for the past year, then for an employee with 5 years of experience it is about 24,000 rubles, and for an officer with the same experience - 35,000 rubles. But it is worth knowing that this amount does not correspond in any way to the average salary throughout the state.
Salaries for employees in the capital of Russia and St. Petersburg are much higher, but there are other problems there. Not long ago, employees of the Ministry of Internal Affairs of these cities had their annual bonus and refund for travel on transport canceled.
The May decrees also talked about increasing the salaries of the Ministry of Internal Affairs by 160% compared to 2012. They plan to introduce a number of additional benefits and additional payments for law enforcement agencies.
It should be noted that in 2016-2017, the salaries of police officers with five years of work experience averaged about 25 thousand rubles, and officers - approximately 36 thousand rubles. Having a working experience of 15 years, you can already get 42 thousand rubles, and the salary of department heads reaches 100 thousand rubles per month.
However, in May 2017, Russian President Vladimir Putin announced that next year police officers’ salaries would be increased by 150% compared to 2012. This rapid growth is associated with replenishment of the budget through taxes, which will also be increased.
It is also planned to provide police officers with free housing and trips to a sanatorium, including treatment. Additionally, employees of the Ministry of Internal Affairs will be provided with leave of up to 10 days.
In the meantime, the bill contains information that the salary of police officers may increase by 7%, and the total amount of wages - by 5.5%. According to forecasts, the inflation rate this year will be at the same level, so there is no real increase in salaries yet not worth the wait.
Today, almost a million Russians celebrate their professional holiday - those whose service, in the words of the song, “is both dangerous and difficult.”
Along with certificates and awards, police officers are also given cash bonuses for this day. However, not everyone and not always according to merit, according to members of the police union. The CrimeRussia found out why the Ministry of Internal Affairs often rewards operatives and patrol officers who risk their lives with amounts that are incomparably smaller compared to the bonuses of their colleagues in the offices of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation in Moscow.
The issue of bonuses by November 10 worries law enforcement officers from different regions of Russia. There were also scandals - in 2012, for example, it turned out that Rostov police officers received bonuses three times smaller than their Krasnodar colleagues (18 and 52 thousand rubles, respectively). Therefore, every year, starting from the end of October, a lively exchange of information about who, when and how much begins on professional forums and in police communities on social networks. However, this year there are more than usual.
It all started with the fact that the Mash Telegram channel published a post listing bonuses in the amount of 300 to 400 thousand rubles for Police Day to several senior employees of the Main Directorate of the Ministry of Internal Affairs in Moscow. The first on the list of names with a 300 thousand ruble bonus was a certain “secretary of the head of the Moscow police Olga Lyukova.” Whether reality was distorted intentionally or not, the play on stereotypes was a success, which naturally caused a strong reaction from Internet users, and later from the police union.
In fact, the amount, considerable even for a leader in general’s uniform, was received not by the mythical “secretary”, but by the assistant to the head of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for Moscow, Lieutenant Colonel of the Internal Service Olga Nikolaevna Dyukova, who was appointed to this position less than a year ago. According to the Petrovka 38 newspaper, Dyukova previously held various positions in the Office of Records Management and Regime of the Main Directorate of the Ministry of Internal Affairs of Russia (UDiR MVD RF). By the way, the second assistant to the head of the capital's main directorate of the Ministry of Internal Affairs, Colonel of the Internal Service Timofey Vitalievich Yudin received exactly the same award. Dyukova's position does not fundamentally change the essence of the matter - but it attracted public attention to the problem. After all, the size of the bonus for employees of the Ministry of Internal Affairs and other law enforcement agencies in the regions is several orders of magnitude lower than in the capital, even for those with higher ranks. And even then, judging by data from police forums, the bonus will not be given to all regions.
Meanwhile, as The CrimeRussia found out, 300 thousand rubles is not the largest amount of bonuses for Moscow police officers in order No. 3457 of the head of the Main Directorate of the Ministry of Internal Affairs for Moscow Oleg Baranov dated October 31, 2017.
It lists on five pages the heads of the Main Directorate of the Ministry of Internal Affairs for Moscow, who were lucky enough to celebrate their professional holiday this year on a grand scale with taxpayers' money.
Lieutenant General Andrei Ponorets
The highest awards in the Moscow headquarters were given to the deputy head of the capital department of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation, Lieutenant General of the Internal Service, Andrei Ponorets, and the head of the Main Directorate of the Ministry of Internal Affairs for Moscow, Major General of Justice Natalya Agafyeva. Their immediate supervisor awarded them 400 thousand rubles.
An impressive figure, in general, is justified - the deputies of the chief of the main headquarters actually exercise operational control of the Moscow structures of the Ministry of Internal Affairs, the number of which is comparable to the personnel of three army corps.
And the head of the Main Directorate of the Ministry of Internal Affairs for Moscow himself, say capital operatives, was not left without the encouragement of his leadership. According to the Telegram channel “Oper leaked”, on the Day of Employee of the Russian Internal Affairs Bodies, he received a bonus of 3 million rubles from above. But this information, apparently, is destined to remain in the category of rumors.

The next gradational steps in General Baranov’s “bonus” order - 350 and 300 thousand rubles - are of much greater interest from the point of view of the dynamics of upcoming career ups and downs in the Moscow headquarters.
In the category of 350 thousand rubles, the head of the Main Directorate of the Ministry of Internal Affairs for Moscow was awarded to the head of the Moscow State Traffic Safety Inspectorate and Deputy Chief of Police Viktor Kovalenko, the head of the rear - Colonel of the Internal Service Alexey Makarov, the head of the United Nations Department of the Main Directorate of the Ministry of Internal Affairs of Moscow Colonel Andrei Zakharov and the heads of the Internal Affairs Directorate of the capital's administrative districts. And although there was a murmur among the operators “on the ground” that, they say, the chiefs of the district police departments were awarded the same, regardless of high-profile disclosures, the general indicator of the protection of the population and incidents involving personnel, this is not entirely true.

By the end of 2016, a secret check was carried out in all 125 district departments and 10 district departments of the capital’s headquarters. The units were “cleansed” primarily of employees with a dubious reputation and key appointees of the former head of the Main Directorate of the Ministry of Internal Affairs for Moscow, Anatoly Yakunin.

In particular, the head of the Internal Affairs Directorate for the TiNAO Sergei Ternovykh, with whom Yakunin worked in the Internal Affairs Directorate of the Voronezh and Novgorod regions, the son-in-law of Anatoly Yakunin, Mikhail Gusakov, who worked as the deputy head of the MUR, and the former press secretary of the capital police Sofya Khotina, with whose husband Yakunin also worked in Voronezh region. Soon after this, at an internal meeting, General Baranov harshly criticized the leadership of the Main Directorate of the Ministry of Internal Affairs for Moscow. He noted the low efficiency of operational activities, missed deadlines in criminal cases and malfeasance of police officers. Six heads of departments in administrative districts received severe reprimands and warnings about incomplete performance. As The CrimeRussia found out, two participants in the spring “black list” of General Baranov among the leadership of their police departments are no longer listed on the official website of the department. This is the head of the Internal Affairs Directorate for the Northern Administrative District, Major General Sergei Veretelnikov, and the acting head of the Internal Affairs Directorate for the TiNAO, Colonel Boris Sheinkin (now he serves as deputy chief of the North-Western Administrative District).

But in the pre-holiday order of the head of the Moscow Main Directorate of the Ministry of Internal Affairs to receive bonuses, the acting head of the Internal Affairs Directorate for the Northern Administrative District, Colonel Sergei Vasilevsky, and the head of the Internal Affairs Directorate for the TiNAO, Colonel Shamil Sibanov, appear instead of them. Another former person on the “black list,” the head of the Internal Affairs Directorate for the Southern Administrative District, Major General Roman Plugin, was also able to “fix his karma.” Sibanov’s successor in his previous post, appointed in May 2017 as head of the Internal Affairs Directorate for the North-Eastern Administrative District, Colonel Vasily Petrunin, will also receive his 350 thousand rubles for the holiday, as well as the “excellent” generals Igor Zinoviev (former head of the MUR, now head of the Internal Affairs Directorate of the Eastern Administrative District of Moscow), Anatoly Feshchuk (SZAO), Andrey Puchkov (ZAO) and Yuri Demin (Southern Administrative Okrug).

The situation is much more alarming for Major Generals Alexander Bukach (Central Administrative District) and Boris Pishchulin (Southern Eastern Administrative District), who received “part-time service” in the spring. They will not see any awards for Police Day this year.

It is noteworthy that the order does not contain the name or acting head of the Moscow Criminal Investigation Department, Alexander Bynenko, whom General Baranov introduced to the leaders of the main department on April 7, 2017. At the end of September, it was reported that the legendary MUR will soon be headed by the deputy head of the Main Directorate of the Internal Affairs Directorate of the Ministry of Internal Affairs, Sergei Kuzmin. Judging by these signs, Bynenko will no longer become the head of the Moscow “detectives”.
Colonel of the Internal Service Marina Lobova, who received 300 thousand rubles, was not mentioned in the order as the acting head of the UDiR Main Directorate of the Ministry of Internal Affairs for Moscow, but a law enforcement source called “in fact the future head of the office management department,” the deputy head of the UDiR, Colonel Natalia Bychkova.
If the logic of the Moscow police leadership in awarding monetary incentives to the heads of departments is generally clear, the recipients of bonuses in the amount of 300 and 200 thousand in the same order caused indignation among some ordinary employees, and a bitter smile among others.
The majority of recipients in this category are heads of auxiliary units of the Main Directorate of the Ministry of Internal Affairs, but are located in close proximity to the “distribution point”.
For example, the head of the department of mobilization training and mobilization (UMPiM) Alexander Dyachkov - “the chief of gas masks”, as he was called in the commentary to the order in the VK-public “Police Ombudsman” or the head of the URLS, “chief psychologist” of the capital police department Viktor Gordun, editor-in-chief weekly newspaper “Petrovka-38” Alexander Oboidikhin, head of the personnel department Yegor Panov, head of the cultural center of the Main Directorate of the Ministry of Internal Affairs, Colonel of the Internal Service Yuri Rybalchenko. All of them and many of their other colleagues received bonuses of 300 thousand rubles. Also, several officers of the Ministry of Internal Affairs were awarded bonuses of 250, 200 and 100 thousand rubles.
Alexander Oboidikhin
Junior officers and non-commissioned officers of the Main Directorate of the Ministry of Internal Affairs of Moscow, as well as civilian employees, are also waiting for bonuses for the holiday. According to unofficial data, employees will receive from 5 to 20 thousand rubles for the holiday, and junior officers - in the amount of salary depending on rank, and even then not to everyone.
