A long time ago, at the beginning of the new century, the Editorial Board had to leave their native place of residence on Myasnitskaya Street. Despite the strict compliance by the Editorial Board with the terms of the contract and timely payment of rent, and the inspiring proclamation of a course for innovation by the President and Government of the Russian Federation, new director NIIAA informed us about the eviction of the Editorial Board “due to production needs.” This is with a decrease in the number of employees at NIIAA by almost 8 times and the corresponding release of space, and despite the fact that the area occupied by the editorial office did not account for even one hundredth of a percent of the vast areas of NIIAA.

We were sheltered by MIREA, where we have been located for the last five years. Moving twice is the same as burning once, the saying goes. But the editors are holding on and will hold on as long as they can. And it can exist as long as the magazine "Inventor and innovator" read and write out.

Trying to reach a larger number of interested people with information, we have updated the magazine’s website, making it, in our opinion, more informative. We are digitizing publications from previous years, starting with 1929 year - the time the magazine was founded. Let's release electronic version. But the main thing is the paper edition IR.

Unfortunately, the number of subscribers is the only financial basis existence IR, and organizations, and individuals decreases. And my numerous letters about the support of the magazine to government leaders of various ranks (both presidents of the Russian Federation, prime ministers, both Moscow mayors, both governors of the Moscow region, the governor of my native Kuban, heads of the largest Russian companies) did not give any results.

Competition "Young Technicians and Inventors". In Vladimir, schoolchildren today presented their engineering projects. A meeting of the Committee on Education, Science, Culture and Youth Affairs was held at the Quantorium technology park. It was conducted by Olga Khokhlova, Deputy Chairman of the Legislative Assembly of the Vladimir Region.

Maxim Purtov became interested in biology from the first lesson. The teacher was able to really get me interested in the subject. Now Maxim has already twice participated in all-Russian competitions and is the author of his own project - “growing plants on soilless media” - he is among the top five. Maxim says that people are accustomed to using soil to plant plants, although there are more economical and environmentally friendly ways. They, according to the young researcher, existed before, but were not sufficiently studied. With the help of bioponic and hydroponic systems, plants receive nutrients from the artificial environment. And they can be grown anywhere. The Murom schoolchild thinks globally: this can be done even in space, where there is no water.

Maxim Purtov, student of grade 8 “B” at school No. 12 in the city of Murom:“That is, in fact, this option is adapted where the soils are not fertile at all. That is, let’s say, somewhere in the desert, or even can be grown on a space shuttle.”

Compared to last year, more children are participating in the scientific and technical creativity competition - about 50. Five best works- growing plants in soilless media, a plotter for creating drawings on any surface, an excavator from scrap materials, a robot trolley for working in a warehouse and algorithms for constructing landscapes - they plan to send them to a competition in the State Duma. And this is already at the federal level. For some time, engineering specialties were not in great demand among applicants, notes Olga Khokhlova, deputy chairman of the Legislative Council of the Vladimir region. And we need our own innovations - without them we cannot restore the economy. Therefore, the search for “fresh young minds” is ongoing, the vice speaker emphasizes. And it is important to instill in children an interest in research from school.

We were the first to stand in space, and we still hold these positions. Well, we could list many areas where we were the first. Today I would like to get a new layer of scientists, young scientists, innovators who could make a breakthrough in various sectors of our economy.”

It will help to develop this direction and new status Vladimir State University. Having entered the top eight flagship universities in the country, VlSU will receive additional financial support. Thanks to these funds, they plan to open new budget places and additional specialties. And, of course, launch new competitions to attract young scientists. Including engineers and inventors. On June 19, 2017, the State Duma summed up the results of the IV All-Russian Conference “Young Technicians and Inventors,” dedicated to Inventor and Innovator Day. The conference is the result all-Russian competition for young inventors and technicians.

The purpose of the conference is to support young inventors, improve the status of engineers and inventors, attract talented representatives of the younger generation to science and design activities, and popularize scientific knowledge.

Opening the conference, Vladimir Kononov, a member of the Committee on Education and Science, said that this year the competition received more than 300 projects from 73 regions of Russia that passed the regional selection.

This number of participating regions is a kind of record for the Conference since its inception in 2014. The age range of young inventors was also unprecedented: from 6 years old for the youngest, to 18 years old for a school graduate. Schoolchildren involved in clubs and sections of technical and innovative creativity, invention and programming took part in the regional qualifying rounds of the Conference.

Addressing the laureates and nominees of the competition, Deputy Chairman of the State Duma Irina Yarovaya noted that “Russia’s victories have always been associated with people like you.” “You have that period of your own capitalization, thanks to your mentors, you can enrich yourself by creating high-quality promising developments,” the Deputy Chairman of the State Duma is confident. Irina Yarovaya noted that today in every region serious attention is paid to out-of-school education, which allows “to encourage the inquiring minds of those who know how to work.”

Chairman of the Committee on Education and Science Vyacheslav Nikonov recalled that all the great scientists of Russia who made unique discoveries were inventors in childhood. “The main thing is don’t get arrogant and keep creating and inventing,” he said.

Vladimir Kononov also wished the Conference participants to develop, learn, create, and not stray from their chosen path. V. Kononov also presented the book “The Lefty Effect”, created in co-authorship with Alexei Garin, which tells the stories of discoveries, achievements, triumph and oblivion of Russian inventors.

The meeting participants shared memories of when, as children, they subscribed to and read the magazines “Young Technician” and “Science and Life”, tried to design something, glued, soldered, assembled receivers and light-music installations. Now science has stepped far forward, and today’s young people have much more opportunities to model and create.

The winners in each category were awarded diplomas and memorable medals, as well as valuable gifts from the partners of the Conference. Among the winners are students primary school- for many of them this is not the first award. In the “Human Health” nomination, among 32 works that qualified for the finals, first place was taken by the project “Model of an obstacle alarm device for blind people” by Ildan Suleymanov (10 years old) and Arina Khusnulina (10 years old) from the Baumansky Lyceum, Yoshkar-Ola . The schoolchildren presented a prototype of the device - very simple to implement and inexpensive for mass production. A special prize from the magazine “Time of Innovation” in this nomination was also received by Elizaveta Lyulina (16 years old) from Ivanovo for the project “Synthesis and spectral properties of 4,4-difluoro-8-(para-dibutylaminophenyl)-1,3,5, 7-tetramethyl-2,6-diethyl-4-boro-3a,4a-diaza-sym-indacene.” Elizaveta Lyulina studied fluorescent molecular dyes (molecular indicators) of the new class BODIPY, which were synthesized only in 2009. The unique properties of BODIPY class indicators expand the possibilities of genetic research, make it possible to increase the efficiency of genetic examination in forensics and, most importantly, the diagnosis of various diseases.

The winner in the category “Development of Russian Territories” out of 24 projects was the project “Unmanned research vessel for control and monitoring of water bodies “Phoenix”” by Rostislav Vasilyev (12 years old) from Orel. He designed and developed a model of an unmanned radio-controlled vessel based on a catamaran, which can operate both in surface and underwater areas and even in shallow water. The vessel allows sea Scientific research, possible search and rescue activities. The award was presented to the author by a member of the Federation Council, Chairman of the Federation Council Committee on Agricultural and Food Policy and Environmental Management Mikhail Pavlovich Shchetinin.

In the Special nomination " Best idea for a startup”, established by the Conference Partner - the Internet Initiatives Development Fund (IIDF), the prize was awarded to the project “Motion detection and image recognition system using a webcam” by Alexey Kravets (16 years old) from Sevastopol. With the help of his teacher, Ivan Yuryevich Lipko, Alexey Kravets developed a program for intelligent video surveillance systems, which allows you not to waste time on hours of viewing video archive materials to find the necessary information, but to receive it upon request, highlighting and recognizing the data the user needs.

In the nomination “Space and Airspace Exploration” the best project was the “Cyclocopter” project by Alexander Zakharchev (18 years old) from the Palace of Creativity in Ulyanovsk. Alexander Zakharchenko developed and proposed in principle the new kind propulsion device using non-inductive drag of its surfaces, which made it possible to create an aircraft vertical take-off and landings are more advantageous in terms of traction power and maneuverability. The project “Bioindication of urban ecosystem pollution by leaves of woody plants” by Svetlana Zaitseva (17 years old) from Pronsky district was recognized as the best Ryazan region. The project “Study of the effects of deformation and electric field on the electrical properties of biosystems using the example of woody and green parts of plants” by Anna Kudinova (16 years old) from Sergiev Posad was also awarded a Special Prize in the “Ecology” category.

In the “Ecology” category, we should note another work by ten-year-old Arthur Nikitin, a student at Moscow Gymnasium N1595. The project has a very grown-up name: “Space Debris and Space Ecology.” In his work, Arthur tried to find out what space debris is, how it affects the safety of space flights, and to create a working model for processing debris in space. The young inventor was awarded by Alexander Yuryevich Smetanov, Deputy of the Moscow City Duma, Deputy Chairman of the Commission on Science and Industry.

In the “Safety” category, the winner was the project “Anti-avalanche portable missile launcher “Snezhana”” by Daniil Lunev (14 years old) from Nalchik. His work was especially noted by the Ministry of Defense Russian Federation, represented by the head of the military education department of the main personnel department of the MRRF, Major General Evgeniy Vladimirovich Kuchinsky.
